今天上午，庞琨接受《法制晚报》记者采访时表示：“我觉得这样的奖励有违财政公共性的政策和财政支出的基本伦理。”
1月27日上午，拿到职业生涯第二座大满贯奖杯的李娜抵达家乡武汉，中午就收到了湖北省政府送来的80万元奖金大礼包，新闻一经曝光就引起了强烈关注和激烈争论。

官方：按去年全运会奖励标准

律师：有违公共财政政策精神
记者了解到，庞琨寄给湖北省政府的信息公开申请表提出四点公开事项：一是奖励给李娜80万元人民币的法律依据；二是奖励李娜80万元人民币的奖金来源；三是80万元奖金的支出是否符合省政府财政预算支出，最后一点是80万元的奖金支出是否有合法的审批手续。
“作为纳税人和关心李娜的体育迷，有权了解李娜收取此奖金的正当性。”庞琨告诉《法制晚报》记者。
庞琨表示，他也是非常喜欢李娜的球迷之一，“包括我在内的很多公民对这80万元的来源还是存在疑问，有没有合法的行政审批手续，这样的奖励有违财政公共性的政策和财政支出的基本伦理。”
对于湖北省政府的解释，庞琨认为有两个问题需弄明白，一是这样的奖励是否符合它(湖北省体育局)所谓的“政策”，二是这个政策是否符合财政支出的要点，也就是政策本身合不合法。
“就算这个政策是合法的，这么快，有没有履行财政预算委或财政局的审批手续等程序，还是先拿出再说？这些问题弄清楚对社会有好处，有利于规范对体育或其他方面做出贡献的人才奖励。”庞琨说。
