  完善车检制度必须防止两个极端:一个极端是在车辆检验上故意设置关卡,多拿多要,二是只顾收费而完全忽略检验。


  今年1月,多省市人大代表、政协委员关于汽车年检制度改革的议案和提案,提高了“车检”一词的网络热度。加之春节假期与月底正好重叠,有一周时间无法检车,引发各地车主纷纷提前密集检车,这也让车辆年检耗时、费力的问题凸显,检车制度饱受诟病,改革呼声渐高,不少网友甚至呼吁取消汽车年检。


  车检难的问题由来已久。依道路交通安全法及其实施条例的规定,机动车应当从注册登记之日起定期进行安全技术检验。与最广大车主息息相关的条款是,自用小型汽车6年以内每2年检验1次,超过6年的每年检验1次。


  这一规定本身就是改革的产物,十余年前,自用小型汽车还是每年检验1次。多少车主吐槽、媒体聚焦与舆论不懈呼吁,才有了今天车检的相对简便。


  平心而论,这些年各地在车检上所践行的简化程序与打破垄断,相较以前确是进步。于老车主而言,也能切身感受到车检的日益便捷。只是,这种“便捷”在很大程度上来自于纵向的比较。


  政府的改革方向永远不能是“比以前好多了”,而更要看现行制度与社会发展和民众期望能否合拍。


  尤其是,最近这十年,是私家车剧增的十年。当下中国已然成了一个“车轮上的国家”,对于汽车和道路安全的管理,只能与时俱进,止步不前就是落后。


  讨论车检问题,存废之争固是议题,但就多数意见而言,车检制度并非需要“取消”,而指向如何“完善”。车检的目的就在于确保车况良好,预防交通事故。这本是件人命关天的大事,因此车检才成为绝大多数国家的选择,只是在具体制度上各有不同。不能因为车检中的一些问题,而否定了车检本身。


  就“车检难”而言,首在找到“难”处。如果只是特定时段年检车辆太多,给予一定的时间宽限或实施更彻底的车检社会化,这一问题不难解决。更重要的问题在于,现在有些地方的车检,已彻底沦为一项“收费”。一辆车不管有没有问题,都能一手交钱一手交检验单。至于车检的初衷,早就被抛到了九霄云外。这才有了网友关于要取消车检的呼吁。


  因此,完善车检制度必须防止两个极端:一个极端是在车辆检验上故意设置关卡,依靠垄断地位向车主制造麻烦、多拿多要;二是只顾收费而完全忽略检验,依靠垄断地位向车主提供“方便”、但不提供必要的服务。


  当下,简政放权已成为趋势。其要旨就在于,社会和市场能办的就交给社会和市场。对于汽车年检来说,从技术层面看,很多4S店就能进行车辆检验,应允许更多的社会化机构来承担检车职责。早在2012年,公安部交通管理局车管处就表示,将逐步在全国各家4S店推广建立“零警力”上牌检验服务站,实现车辆购车后上牌、保养、检验一体化服务,使4S店的服务增加上牌、年检两项,升级为“6S”。


  作为直接面对广大车主的窗口单位,车管部门既不能错位、也不能越位,更不能缺位。该放权的要放,该疏导的要疏,该服务的要做,该解释的要说。


  只有充分尊重民意,汲取民意,并与民意保持良好互动,才能让制度保持活力,才能赢得公众的理解与支持。
