完善车检制度必须防止两个极端：一个极端是在车辆检验上故意设置关卡，多拿多要，二是只顾收费而完全忽略检验。
今年1月，多省市人大代表、政协委员关于汽车年检制度改革的议案和提案，提高了“车检”一词的网络热度。加之春节假期与月底正好重叠，有一周时间无法检车，引发各地车主纷纷提前密集检车，这也让车辆年检耗时、费力的问题凸显，检车制度饱受诟病，改革呼声渐高，不少网友甚至呼吁取消汽车年检。
车检难的问题由来已久。依道路交通安全法及其实施条例的规定，机动车应当从注册登记之日起定期进行安全技术检验。与最广大车主息息相关的条款是，自用小型汽车6年以内每2年检验1次，超过6年的每年检验1次。
这一规定本身就是改革的产物，十余年前，自用小型汽车还是每年检验1次。多少车主吐槽、媒体聚焦与舆论不懈呼吁，才有了今天车检的相对简便。
平心而论，这些年各地在车检上所践行的简化程序与打破垄断，相较以前确是进步。于老车主而言，也能切身感受到车检的日益便捷。只是，这种“便捷”在很大程度上来自于纵向的比较。
政府的改革方向永远不能是“比以前好多了”，而更要看现行制度与社会发展和民众期望能否合拍。
尤其是，最近这十年，是私家车剧增的十年。当下中国已然成了一个“车轮上的国家”，对于汽车和道路安全的管理，只能与时俱进，止步不前就是落后。
讨论车检问题，存废之争固是议题，但就多数意见而言，车检制度并非需要“取消”，而指向如何“完善”。车检的目的就在于确保车况良好，预防交通事故。这本是件人命关天的大事，因此车检才成为绝大多数国家的选择，只是在具体制度上各有不同。不能因为车检中的一些问题，而否定了车检本身。
就“车检难”而言，首在找到“难”处。如果只是特定时段年检车辆太多，给予一定的时间宽限或实施更彻底的车检社会化，这一问题不难解决。更重要的问题在于，现在有些地方的车检，已彻底沦为一项“收费”。一辆车不管有没有问题，都能一手交钱一手交检验单。至于车检的初衷，早就被抛到了九霄云外。这才有了网友关于要取消车检的呼吁。
因此，完善车检制度必须防止两个极端：一个极端是在车辆检验上故意设置关卡，依靠垄断地位向车主制造麻烦、多拿多要；二是只顾收费而完全忽略检验，依靠垄断地位向车主提供“方便”、但不提供必要的服务。
当下，简政放权已成为趋势。其要旨就在于，社会和市场能办的就交给社会和市场。对于汽车年检来说，从技术层面看，很多4S店就能进行车辆检验，应允许更多的社会化机构来承担检车职责。早在2012年，公安部交通管理局车管处就表示，将逐步在全国各家4S店推广建立“零警力”上牌检验服务站，实现车辆购车后上牌、保养、检验一体化服务，使4S店的服务增加上牌、年检两项，升级为“6S”。
作为直接面对广大车主的窗口单位，车管部门既不能错位、也不能越位，更不能缺位。该放权的要放，该疏导的要疏，该服务的要做，该解释的要说。
只有充分尊重民意，汲取民意，并与民意保持良好互动，才能让制度保持活力，才能赢得公众的理解与支持。
