  “位置偏、手续烦琐、排长队、冷面孔。”在具有十几年驾龄的北京司机老刘看来,检车非常劳心费力。由于担心春节放假影响检车,不少本该2月份年检的车辆纷纷提前,加上月底本就是检车高峰,近期各地都迎来一股集中检车潮。在北京,节前验车场拥堵,很多车主不得不请一整天假才把流程走完。在无锡,节前检车“爆棚”,很多不熟悉情况或者等不起时间的车主,干脆找路边的“黄牛”帮忙,结果被索要高额费用。


  根据道路交通安全法规定,机动车应当从注册登记之日起进行安全技术检验。其中小型、微型非营运客汽车6年以内每2年检验1次,超过6年的每年检验1次,超过15年的每6个月检验1次,超过20年的每3个月检验1次。对于这一规定,很多吐槽者都认为过于密集,有的甚至建议取消。


  取消还是放宽年限


  针对网上部分人建议取消车检的呼声,辽宁省质量技术监督局认证监管处调研员高长城说,从专业角度看,取消汽车年检不利于保障道路安全。“有些登记为私家车的车辆实际上是单位使用,一年甚至能行驶10万公里左右,又不按时保养,这样的车就很危险,不检验怎么行?”


  究竟是该取消,还是放宽年限,其他国家是怎么做的呢?记者查阅相关资料显示,美国尽管少数州取消了年检,但大部分地方都有年审制度,比如特拉华、夏威夷、路易斯安那等州,有些地方半年一次或一年检验一次,有些宽松至两年进行一次。在德国,家用轿车前3年要进行一次检验,之后根据情况区别对待,12个月到20个月就需要进行一次车检。业内人士认为,检车制度取消无益,但要适当放宽年限,并出台针对不同车辆的年检要求。


  打破“垄断”方便百姓


  中国汽车流通协会常务理事、汽车行业资深分析师贾新光认为,私家车年检制度遭吐槽,也折射出另一个方面的问题——当前检车服务不够便利,甚至存在“歪风邪气”。上述业内人士介绍,汽车年检的初衷是为了确保车辆安全性,但有些检车站已经沦为牟利的一种形式。正常高龄车问题多发,最需要严格检验把关,但在有些站,找关系、多收钱就能过关,反而给道路安全带来威胁。而且检车站的审批受政府部门严格控制,实际上具有很大的垄断性,由于缺乏竞争,检车站门难进、脸难看,便民意识薄弱。


  记者采访注意到,这种局面正在改善。高长城说,辽宁从2006年以后开始推进机动车安检机构社会化经营,过去汽车年检只能去为数不多的官办检车机构,现在车主可以自主选择。不过业内人士表示,这样的市场化改革并不到位,建议更多的社会化机构能够承担检车职责。据新华社
