春节前夕，杭州西湖“曲院风荷”景区内，昔日的高档餐饮会所——“西湖会”悄然变形，挂上了“开心茶馆”的牌子重新开业。这是西湖景区内第一家由高档会所转向为大众服务的试点场所。
“西湖会”原是杭州市商旅集团的下属企业，开张于2004年，是一座临湖而建的亭台式建筑，一直是杭州高档餐饮的代表性场所，一桌酒席数千上万元不算稀奇。
1月16日，浙江省委常委会召开专题会议，传达贯彻习近平总书记关于西湖景区“会所”问题的重要指示精神，责成杭州市委市政府立即采取果断措施，整治关停西湖景区“会所”。浙江省委书记夏宝龙表示，坚决贯彻落实习近平总书记讲话精神，坚决向会所歪风说“不”，切实保证还湖于民、还园于民、还景于民。

“西湖会”是西湖景区第一家成功转型的高档会所。剩下的29家怎么办？浙江省委常委、杭州市委书记龚正表示，将在春节后继续整改一家、开放一家，多增加公益性、大众化的消费内容，确保景区公园更好地面向游客、服务群众。经济日报
