西藏自治区政府日前决定，2014年提高11项民生补助标准，其中，包括城乡群众最低生活保障、教育补助、农村五保户供养等，还首次发放全区乡镇机关事业单位干部职工生活补助，这些将惠及九成西藏自治区人口。
记者从自治区政府2014年第一次常务会议上获悉：此次提高民生补助标准，包括提高老党员、老干部、老劳模“三老”人员生活补贴标准，每人每月增加50元；提高农村五保户供养补助标准，由每人每年2600元调整到2900元。
提高村医待遇，提高村级动物防疫员基本报酬标准，均由每人每月300元提至600元；提高新型农村社会养老保险基础养老金财政补助标准，由每人每月105元提高到120元。
此外，提高农牧区医疗制度财政补助标准，由每人每年340元提高到380元；城镇居民基本医疗保险财政补助标准由每人每年300元提至340元；城镇居民最低生活保障标准由每人每月440元提至490元，农村最低生活保障标准由每人每年1750元提高到1950元。
西藏还首次发放全区乡镇机关事业单位干部职工生活补助，按不同类区，每人每月200元至950元不等；提高村干部基本报酬和业绩考核标准，腹心县、边境县村“两委”干部(村支书和村主任)每人每年分别增加1278元、1322元；腹心县、边境县其他村干部分别增加640元和676元。
西藏还第14次提高教育“三包”经费标准，将学前补助、义务至高中教育阶段农牧民子女“三包”及城镇困难家庭子女助学金标准提高200元。提标后每生每学年补助标准分别为：二类区2800元，三类区2900元，四类区或边境县3000元。新的标准将于今年秋季学期起实行。
西藏自治区这次提高民生补助标准，除“三包”外均自今年1月1日起执行。据了解，西藏自治区党委、政府坚持每年给群众办利民惠民“十件实事”。2013年，西藏累计投入53亿元，实施18项民生补助政策，各族群众的教育、医疗、住房等条件得到明显改善，日子越过越红火。近年来，西藏还不断提高各项民生补助标准，全区九成群众从中受益。
