党某为此非常气愤，便致电密云县密云镇某电信营业厅，要求赔偿。

次日上午，该电信营业厅回复称，手机未能正常拨打是因为手机信号问题，赔偿问题需要上报后才能处理。此番答复让党某怒火中烧。当天上午，党某驾车携带着煤气罐、打火机至该电信营业厅内，欲引爆煤气罐讨说法，后被到场的民警制止。

密云检方以党某涉嫌以危险方法危害公共安全罪，对其提起公诉。
