新京报记者调查发现，“输血”、“造血”双管齐下，阜平的扶贫仍然面对传统难题：有人期待不劳而获，而那些试图自己改变命运的勇敢者，很难获得资金上的扶持。
当地民众认为，中央日前下发的推进农村扶贫开发工作意见，将为解决这些问题提供政策支持。

河北阜平骆驼湾，属于“燕山-太行山集中连片贫困地区”，距离北京只有3个小时车程。
一年之前，习近平总书记曾专程来到这里考察，并到唐荣斌家做客。从此，山村开始了前所未有的变化。
各地客人前来参观捐助
半年中唐荣斌家客人一直没断，一年获捐4500多元，送来的米面足够两个人吃7个月
最近半年，唐荣斌家的客人才少了起来。
唐荣斌说，去年上半年，家里的客人一直没断过。两间小屋里天天挤满人，新客人刚进门，门外就有人候着了。
“最多时有四五拨人等着。”唐荣斌说，“他们聊几分钟，照两张像就赶紧走了。”来人最多的一天，几辆大客车拉着成群结队的小学生，到唐荣斌家参观。
客人们带来了慰问品。大米、白面、食用油，还有人成箱送蔬菜。唐荣斌的老伴算了一下，那几个月送来的米、面有10来袋，足够两个人吃上7个月。
还有人送钱。一个姓唐的吉林人来过两次，给了唐荣斌和唐宗秀家每家4000元现金，外加一台32英寸的彩电。
村里接到的捐助给各家分了，唐家拿到了几百块钱。
村党支部书记顾润金统计，骆驼湾村这一年收到的钱和物折合15.9万元，发到每户约1300元。
分这些捐助，让顾润金感觉“很头疼”：先分谁，后分谁，谁多谁少，在这些事上，村干部挨了不少骂。
相比其他村民，唐荣斌得到了更多照顾。除了给钱和物，还有人带他到北京看病。听医生说心脏做手术要花20万，唐荣斌想到对方要供孩子在国外上学也不富裕，待了一天，手术没做就回村了。
龙泉关镇副镇长李学良是骆驼湾的包村干部。他介绍说，骆驼湾在修村口的公园时，占了唐荣斌家的地，考虑他家的树苗没处移栽，就花钱买下栽到公园里。几千棵树苗，唐荣斌收入10余万。
唐荣斌还被聘为骆驼湾村的卫生员。但他的身体不好，弯不下腰，干不了这活。尽管如此，李学良说，每月200元的工钱还是照发了。
唐宗秀家，是习近平在骆驼湾走访的第二户农家。当时，习近平曾来到唐宗秀的猪圈旁查看。
去年，镇政府找人买下了圈里那头猪。
镇长刘俊亮介绍说，当时生猪价格最高不过一斤15元，对方给了个好价钱，每斤18元，唐宗秀因此收入近6000元钱。

更大的变化，发生在唐荣斌所在的骆驼湾村和阜平县。
去年3月1日，河北省委办公厅就派工作组进驻骆驼湾村。组长是省委办公厅副巡视员、副厅级干部张玉奇。在骆驼湾村，张玉奇担任村党支部第一书记。
张玉奇和他的工作组进村之初，就协调省扶贫办争取了120万元支持骆驼湾。还有50万，是省委办公厅挤出来的办公经费，也将投入到村里建设。
工作组在村里废弃学校的破房子里，住了9个月，直到去年11月底才撤出。
这样的工作组，河北省和保定市向阜平派出了155个，由462名干部组成，进驻154个村，占阜平县所有行政村的三分之二，其他村也有县里派驻的工作队驻村。
阜平是国家扶贫开发重点县，原来设有扶贫办。
河北省专门针对阜平成立了扶贫攻坚领导小组。这个小组的组长，是河北省省委副书记。阜平扶贫攻坚指挥部，由保定市市长任指挥长。
上级还为阜平高配了一名副厅级干部，任职县委书记。
河北省发改委、省扶贫办牵头，聘请河北农业大学为阜平编制了扶贫规划，确定目标是：“三年大见成效、五年稳定脱贫、八年建成小康”。
唐山、廊坊等几个兄弟城市，也来伸手帮扶。
阜平县2013年扶贫攻坚工作报告显示，不少国家部委也把阜平作为特别的帮扶对象。
报告称，国务院扶贫办会同17个国家部委办局，成立“燕山-太行山片区阜平试点”协调小组，负责阜平县扶贫攻坚工作的协调推进，工信部是部委帮扶的牵头单位。
国务院机关事务管理局派来一名副司局级干部，挂职保定市副市长，专职负责阜平扶贫攻坚。
国土资源部将阜平列为扶贫联系点，派驻了一名副处级干部挂职阜平县副县长，还出台了7项扶持政策。
水利部也把阜平县作为水利扶贫联系点，并编制了该县未来两年的水利扶贫重点项目实施方案。
去年7月，国家旅游局正式授予阜平县为国家旅游扶贫试验区。
此外，交通运输部、财政部、农业部、国家林业总局、国家气象局、国家文物局等部委(局)，在政策和资金上都给予了特殊倾斜和支持。
千万元以上项目谋划实施116项

骆驼湾村村口，早前的乱石滩，变成了一座公园，这是省委办公厅协调了150万资金完成。

据河北省委办公厅骆驼湾驻村工作队《工作总结》记载，骆驼湾村这一年打了4眼机井，花了240万建了4个塘坝，斥资400多万，修了近16公里的进山公路。
这份材料记载的十几个项目，共计花费1632万元。但这份总结并未标注是否为骆驼湾村全部项目。
去年下半年，骆驼湾村的新学校建成了。此前，这个学校已经被撤销很多年，房子也被废弃了。据镇里初步统计，骆驼湾有7个3年级以下的孩子在镇里上学。
龙泉关镇一名干部称，省教育厅一位领导视察骆驼湾村时，听说孩子们上学要去镇上或县里，很辛苦，当即建议建一所小学。
顾家台，是习近平阜平之行走访的第二个村，距骆驼湾约3公里。
去年，顾家台村的危房，按照9000元每户的标准重新修缮，村里还硬化了路面，花费几十万装修了戏台，花费近300万修了一道塘坝，建了集中养猪区、打了水井。
驻村干部郄志忠说，修塘坝的钱是工作组从省里协调来的资金，他们还动用个人关系，请水利专家论证。
县里还为村里引来一个毛巾厂，雇佣了村里20余名妇女，每月收入近千元。
让村民们兴奋的是，一家北京的单位投资几十万，在村里建了一家数字电影院，号称是“中国第一家村级数字影院”。
电影是免费看的。影院开映那天来了很多村民，放映的第一个片子是《让子弹飞》。这是其他村子没有的优待。
受惠的，不止是这两个村子。
官方材料显示，截至2013年12月25日，阜平县共收到上级专项资金12.61亿元，比前一年增加近一倍。
来自上级的专项资金，远远高于当地的财政收入。实际上，2013年，阜平县全部财政收入只有2.38亿元，地方公共财政预算收入1.64亿元。
阜平还获批了省级经济开发区。资料显示，2013年，阜平谋划实施1000万以上的重点项目116项。
这是个让附近的贫困县羡慕的数字。同为贫困县的某县官员称，其所在县这一年能争取到的扶贫项目，过千万元就算是难得的了，对口扶贫款不到3000万元。
有些村民更愿直接“分钱”

11月底，上一批驻村工作组撤出时，开了一个座谈会。几名村民听工作组的领导说，顾家台这一年所有项目花了1400多万。
这些项目，要得到村民的理解并不容易。比如村里修路时，拆了40多个猪圈，为了让村民有地方养猪，在村西头又集中修建了40多个猪舍，村民就和官员们的想法不一样。
按照官员们的设想，把村里的猪都集中起来，方便管理，而且有利于卫生。
但是村民认为，因为年轻人都进了城，留下来养猪的大都是老人，集中饲养的话，他们喂猪就要拎着泔水走上几百米山路，这是人为制造麻烦。
官方考虑弥合这些分歧。龙泉关镇镇长刘俊亮说，村里已经在北侧和东侧选了两个地方，过了春节就开工，让村民就近喂猪。
同样的纠结，也发生在骆驼湾村。
村里的鸡棚连同两排房子，耗资100万，能容万只柴鸡，这是前任县委书记在2013年上半年落实的项目。
工作组来之后，在村里打了3口井，其中一口井的水质达到了矿泉水的标准。按照工作组的计划，有一家公司投资近千万，建自来水厂，土地手续从去年8月份就开始办理了。
问题是，这口井就在鸡棚附近。如果建矿泉水厂，鸡场就要搬迁。村民疑虑，这百万的投资是否打了水漂。
一名镇干部称，工作组临走时建议，建了水厂，鸡棚也还可以继续利用。
作为村干部，顾润金的疑惑还在于，矿泉水厂每年的利润归谁。“之前工作组说了几次将来利润归村里，但临走时又说利润归乡里”。
两种思维方式，也在磨合中。
郄志忠，是顾家台村工作组组长，副厅级巡视员。让他感触很深的是，村民“等、靠、要”观念比较严重，工作组刚驻村时，就有村民希望工作组给他们分钱。在他看来，转变村民思想仍然是重要工作。
在一名村干部看来，驻村干部级别高，是省里派来的“大官”，脾气也大，村里的干部经常“挨骂”。
驻村组组长张玉奇承认，他确实发过两次脾气，但也是有原因的。
一次是村里修通往养殖场的公路，虽然是县交通局主导修建，但村里也派了干部监工。他看到公路护坡修建明显不合理，村干部却没有制止。
还有一次，张玉奇也发了火。村委会负责建村里戏台，钢筋细得可怜，旁边摆的水泥也像“豆腐渣”一样。他随即叫停了工程，重新协调专家规划，要求按标准建设。
“不能我们走了，留下豆腐渣工程，那才会挨骂。”张玉奇说。
养殖基金还没发下来
村民搞养殖资金不足，难以为继，而因为缺少担保，向银行贷款比较困难
骆驼湾的大部分青壮年都在外务工。有驻村组干部曾表示，要真正致富，吸引年轻人返乡发展很关键。
从去年开始，包括唐荣斌的儿子唐俊峰在内的几个年轻人开始回到村里，他们希望借助村里100万元的养殖基金，养殖肉牛。
这笔钱在去年上半年就已经到了镇里的账上。那是驻村组争取来的钱，目的是推动村民搞养殖。
今年1月，唐俊峰的牛场已经建起几个月了，几个人投资50余万元。因为山里禁牧，草料要花钱买。唐俊峰说，积蓄所剩无几，快难以为继了。
但是大半年过去了，唐俊峰还是没拿到这个基金。
“刚开始说建牛棚、买了牛就给这个基金，后来又说建了合作社才给。合作社花了四五千元办手续，还是没见到钱。”唐俊峰说。
顾家台的养殖基金也没发下去。这事也让工作组组长郄志忠发愁。
郄志忠说，有些村民认为这钱是白给他们的，很可能就不还。工作组想了很多办法，比如搞“村民连保”，但没有村民愿为别人做担保。目前，还是没制定好发放方案。
唐俊峰牛棚对面的一个养羊户，自称两个合伙人每人借了10万元的高利贷，每月的利息就有5000元。
辞去工头工作回村养羊的村民张风忠，也借了高利贷，而且利息更高。
张风忠曾找过工作组帮忙贷款。工作组领导给县一家银行的行长打了个电话。但银行说，要用两套房抵押，或者找一个在政府工作的人担保。他到保定市区找了担保人，还是不行。
张风忠告诉记者，县银行的人不愿去保定市区核查，理由是保定这么远，他才贷三五万，不值得。
在顾家台村，4名村民养兔每家花了四五万，但租的4亩地只建了一半。他们说，因为没钱，剩下了两亩地，只能等开春能借到钱再建。
龙泉关镇的几名负责人也在担心，这钱借出去能不能收回来，效益不好或亏损了怎么办。
不过他们很快等来了好消息，春节之前，中办国办印发了《关于创新机制扎实推进农村扶贫开发工作的意见》。
这份意见提到，扶贫专项资金要到村到户，切实使资金直接用于扶贫对象，还要完善金融服务机制，增加贫困地区信贷投放。
这正是唐俊峰最关心的问题。
41岁的唐俊峰向记者说起他的梦想：拥有自己的养牛场，“到时候，在县城买房，做个真正的城里人”，如今他还在坚持这个梦想。
