《通知》最后要求加强组织领导，落实工作责任。要逐步建立完善界定违法采挖、运输、经营、栽植使用树木的法律规定和追究刑事责任的立案标准，真正做到有法可依、违法必究。要加大树木移植检查监督工作力度，建立公众树木移植监督平台、有奖举报制度。发现国家公职人员等参与非法采挖、收购、运输、经营大树古树，或为违法人员充当保护伞，或知情不报、失职渎职的，给予相应的党纪、政纪处分，直至依法追究刑事责任。
自本通知施行之日起，在城乡绿化中，凡使用违法采挖的大树古树进行造林绿化的单位和地方，不能参加全国林业系统先进集体、全国绿化先进集体、全国绿化模范单位、全国森林防火工作先进单位、保护森林和野生动植物资源先进集体、全国生态建设突出贡献奖、林业产业突出贡献奖等奖项和国家森林城市的评选；已经获得上述奖项或称号的，一律取消。
