作为我省区县出台的首个公务员行为规范，《大东区公务员行为规范》出台的背后有哪些故事？起草中有哪些阻力和顾虑？
昨日，本报记者专访了该规范的起草人，大东区人力资源和社会保障局党委书记张书记。
历时近两年 易稿近20遍
记者：这部《规范》起草历时多长时间？
张书记：近两年时间。制定这个《规范》不能图快，必须每一条、每一句话、每个词儿仔细论证、研究、推敲。不仅要指导全区3000多名公务员的日常行为，事业单位的人员也在规范范围之内，一共有5000~6000人。这个文件有点像立法，相当严谨、严肃，前前后后修改了近20遍。
记者：这个《规范》最大的亮点、创新在哪？
张书记：最大的创新是增加了公务员8小时工作之外的行为约束，这是前所未有的。前些年我区曾出台过类似的干部行为规范，但规范的都是履行公务方面的行为，这次将公务员日常的社会生活也进行了规范。
记者：为什么要增加8小时以外的内容？
张书记：像赌博、婚外情、吸毒、网络散布谣言等，这些都是最新的、也是群众反映强烈的错误行为。
当前也确实出现了一些公务员在这些问题上犯错误，群众深恶痛绝，对公务员的形象影响很大，需要有这样一个《规范》进行约束。
阻力没有但存在质疑
记者：起草中受到一些阻力吗？
张书记：阻力没有，但是由于各个部门所站的角度不同会存在质疑。我们一一交流，给予解答。有的采纳了其他部门的意见，有的维持自身意见。
比如，在违反规范要受到处罚方面，这些规范要与年度考核挂钩，有的专业部门就会提出如何进行监督、约束等技术环节的问题。但大的方向彼此都是一致的。
记者：这部《规范》经历了哪些程序、部门？
张书记：程序很复杂。草稿要先拿到组织部和纪委审阅，首先宏观和框架上达成一致；再拿回来深入修改；之后再上政府常务会；再修改；又征求人大和政协的意见；最后上区委常委会通过。
记者：我省其他市、区、县都没有针对性地制定公务员的行为规范，大东区是怎么考虑的？
张书记：没人给我们下任务，纯属自加压力、自选动作。国家有个总的规范，各省、各市都没有这个规范。我们感觉应该紧跟形势，这些年公务员违反公务行为和社会行为的很多，影响形象，老百姓不满意。另外“八项规定”以来，对公务员的要求越来越高，应该出台一个。
记者：从《规范》出台至今，有两个月时间了。成效怎么样？
张书记：这是一项基本行为要求，是指导长期行为规范的，不像出台一项纪律规定，会立竿见影。上半年，我们将组织学习，让规范“入脑”“入心”，还将抓一些反面例子、树立一些正面典型，逐步强化大家的行为规范意识。
