　　概括地说，就是“两个重点”(深化医药卫生体制改革和调整完善生育政策)，“三个推进”(推进公立医院综合改革取得新突破、推进医疗服务质量得到新提升、推进“单独两孩”政策稳妥实施)，“一个加强”(加强公共卫生服务)，“三个更加注重”(更加注重改革的系统性、整体性和协同性，更加注重体制机制创新，更加注重科学精准的治理能力建设)。

　　姚宏文介绍说，卫计委2014年的重点工作任务为：

　　一是以公立医院改革为重点，全面深化医改。加快推进公立医院改革，继续巩固完善基层运行新机制，加快建立分级诊疗制度，完善基本药物政策，提高基本医保制度的保障能力，积极鼓励社会办医，创新人才培养使用机制，加快人口健康信息化建设。

　　二是稳妥扎实有序实施“单独两孩”政策，促进人口长期均衡发展。精心做好调整完善生育政策工作，提升基层计划生育综合服务管理水平，综合治理出生人口性别比偏高问题，完善计划生育利益导向政策体系，加强流动人口计划生育服务管理。

　　三是提升医疗服务质量，深入开展服务百姓健康行动。加强医疗服务体系建设，加强质量管理，推广便民惠民措施，推进“平安医院”创建活动，继续加强援藏、援疆、援青、吕梁山片区扶贫开发与对口支援，促进区域间卫生计生工作协调发展。

　　四是加强公共卫生工作，做好重大疾病防控。促进基本公共卫生服务均等化，强化疾病预防控制，加强卫生应急工作，加强妇幼健康服务管理，扎实做好爱国卫生工作。

　　五是加大行业监管和综合监督力度，树立良好形象。加强立法工作，强化依法综合监督，整顿和规范医疗服务市场。

　　六是完善中医药发展政策和机制，推动中医药事业发展。重点是健全中医药工作跨部门协调机制，制定促进中医药健康服务发展规划和措施。推进中医“治未病”健康工程和服务网络建设，开展中医药与养老服务结合试点。开展综合医院中医药工作专项推进行动。

　　七是依法加强监测评估和标准制定，为食品安全工作提供有效支撑。
