　　国安酒店6楼电梯按键须用感应器

　　昨晚8时许，东莞特警突击检查位于东莞市莞城区旗峰路的国安酒店，并在该酒店6楼发现涉嫌卖淫嫖娼的桑拿场所。记者随行在现场看到，该酒店共有6层，楼顶有几间阁楼，电梯设有6层的按键，电梯可以直接到达其他每一层，但唯独6楼的按键怎么按也不亮。

　　随后，民警拿一个纽扣样的东西在电梯的一角进行“刷卡”，一声“嘀”后，再按6楼按键，灯亮直达6楼。

　　据了解，该做法是防止陌生人随意出入6楼。感应纽扣一般都由酒店的工作人员持有，嫖客到酒店后，都是由酒店的工作人员带领才能到6楼“桑拿房”。

　　“技师”休息室备专用楼梯逃跑

　　记者在6楼看到，大批警力已控制了现场，并在十多个房间发现涉嫌或正在进行黄色交易的人员。

　　记者注意到，国安酒店桑拿部共设有水床单房、蒸汽互动房等名目繁多的37个房间，订房的记录颇为火爆，仅看前两页就有近60人前来。此外，前台还有专用的记事本，详细记录了客人因不满意而不消费的原因。

　　据警方介绍，当晚在国安酒店当场查获多对涉嫌卖淫嫖娼人员。

　　报警两次打110举报均无结果

　　酒店跑不了，电话留得清，嫖客能找到，那执法部门为什么没能把它挖掉呢？

　　在厚街镇一个三星级酒店，这里的服务员同样对正在经营的非法色情服务表示不用担心，也不用在乎警察。在中堂镇东臻酒店，负责经营色情服务的经理也告诉记者不怕警察。“就怕你们是记者。”

　　只怕记者曝光，不怕警察执法。难道是真的吗？在中堂镇，记者再次进入了源丰酒店暗访，发现这里像几天前一样仍在进行着“走秀”卖淫，记者立即拨打了报警电话。报警之后，记者没有发现一辆警车来到酒店，也没有发现一名警察过来调查，整个晚上，酒店里台上的小姐一直在走秀，台下的客人照常带着小姐开房，记者的手机也没有接到警方的任何反馈。记者看到，距离这里最近的一个警亭，离酒店步行不到五分钟的时间。

　　在黄江镇，记者对太子酒店进行暗访时发现了卖淫嫖娼活动，在这家酒店的停车场，记者再次拨打了报警电话。报警之后，记者在停车场里继续观察等待，酒店的桑拿中心不断地有客人出入，但直到天黑，也没看到有警察前来调查，这一次报警，东莞110仍然没有给报警人任何反馈。

　　针对媒体举报后没有出警情况，东莞市纪检监察部门将会对相关责任人进行调查。

　　清查整治31个镇 查处涉黄场所

　　据央视今晨报道，广东省公安厅治安管理局局长郑泽晖在接受采访时表示，昨天晚上东莞市组织了全市的警力对31个镇进行全面清查整治，查处了一批存在涉黄问题的场所。

　　1. 为何东莞“黄流”屡禁不止？

　　对于造成这种现状的原因，卢伟琪称，“老实说，娱乐场所的管理公安部门责无旁贷，但相关的管理责任还未分清。”

　　2. 此次整改后是否能真正杜绝？

　　从以往新闻报道来看，东莞曾多次掀起过扫黄风暴，可是每次风暴过后，色情服务又会卷土重来。

　　卖淫嫖娼违反治安管理处罚法，组织介绍卖淫属于触犯刑法的犯罪行为。那么在东莞，为何“色情活动”能够成为竞争激烈的色情业呢？央视记者曾拨打了当地的报警电话，向公安机关反映情况。不过报警之后，记者没有发现一辆警车来到酒店，也没有看到一名警察前来调查。整个晚上，酒店里的小姐一直在走秀，台下的客人照常带着小姐开房。

　　如何建立长效机制？当地是否有彻底扫黄的时间表呢？东莞市公安局副局长卢伟琪回应记者说，昨天晚上是一个开局，接下来涉黄问题将会提为市政府的议题。但查处“黄、赌、毒”仅靠公安单打独斗是不行的，这个问题涉及到文化、卫生、工商等多个部门，我也会就这个问题向市政府提意见。“大家分好工，各司其职才能达到长期有效。”

　　北京大学社会发展研究所王文章副教授接受法晚记者采访时指出，当地公安官员被停职是理所当然的，但话又说回来，他们被停职似乎又有点冤。“如果当地政府领导态度鲜明，坚决打击黄赌毒，那么公安部门敢不尽职尽责？”

　　王文章认为，仅处理一些基层公安人员显然不够，而应该追根求源，认真反思自身的不足，甚至应查处更高层次的责任人方能服众，同时亦能取得以儆效尤的作用，从根本上解决问题。

　　王文章说，东莞扫黄，不在于摧毁几个色情活动场所，也不在于赶走几个“小姐”，关键是要改变滋生色情活动的土壤。否则，即使在形式逼迫下进行了查处，说不定假以时日又会死灰复燃，卷土重来。
