　　风雪兼程赴两会

　　2月8日，三湘大地的雨雪天气为代表们的出行带来了一些考验。上午8时30分，永顺县城还飘着雪花，省人大代表彭子璇、魏大云、张开国就乘车出发了。彭子璇代表说，出于节俭的考虑，他们3位代表约好“拼车”赴会。由于路面结冰，他们经过近10个小时的长途跋涉，下午5时多才抵达长沙。

　　来自安化的省人大代表陈社强，由于今天遭遇堵车，花了5个小时才抵达长沙。交通不便不仅仅给出行带来困难，更重要的是制约了经济发展。陈社强对此有切身体会。“交通不便，运输成本增加，原材料运不进来，产品运不出去，经济发展自然受到影响。”陈社强说，在这次两会上，他将呼吁有关部门加大对贫困山区交通的支持力度。

　　节俭办会成主流

　　没有气球拱门，没有鲜花盆景，也没有标语横幅，会场不设吸烟区，不摆烟灰缸，节俭务实成为这次会议的主流。2月8日下午，笔者在长沙、益阳、衡阳等代表团驻地看到，酒店大堂最醒目的是一块指示牌，标明了各代表团值班室的房间号。代表们却并未因此感到被“怠慢”，而是纷纷竖起大拇指：“不搞花架子，挺好！”

　　下午4时30分，省人大代表罗小卫风尘仆仆地拖着行李箱走进酒店，找到益阳代表团值班室。她在工作人员手中领取房卡、代表证和一个装有会议资料的公文袋，整个报到过程不到一分钟。

　　代表们报到之后，立即投入到会议的准备中来。有的代表在房间研读会议资料，有的拿出自己的建议议案做进一步的修改完善。岳阳代表团的许平亚代表说，去年两会就现代农业和生态文明建设提交了有关建议，其中关于生态补偿的建议得到有关部门回应，令他倍感振奋，今年他期待能出台具体的补偿政策。

　　重申“十条严禁”严肃会风会纪

　　为切实做好湖南省人大、政协“两会”期间严肃会风会纪工作，确保省人大、政协“两会”风清气正、圆满成功，近日，湖南省纪委、省委组织部重申和强调以下“十严禁”纪律规定。

　　一、严禁通过宴请、安排消费活动、打电话、发短信、当面拜访、委托或授意中间人出面说情、举办联谊活动等形式，为自己或他人拉票。

　　二、严禁以替代表委员个人谋取职务晋升、提高职级待遇、封官许愿等为手段拉票。

　　三、由会议统一安排食宿的代表、委员，严禁擅自到会议安排地点之外用餐或住宿。确因特殊情况需外出食宿的，由本人书面申请，经所在代表团负责人、政协界别(组)召集人同意后，方可进行。

　　四、严禁贿赂代表、委员、工作人员和以会议赞助等形式赠送现金、烟酒、有价证券、支付凭证和纪念品。

　　五、严禁未经大会秘书处同意，散发各种宣传材料。

　　六、严禁参与串联或组织、指使会外人员进入会议场所和代表委员驻地进行非组织活动。

　　七、严禁传播小道消息、编造或散布谣言、诬告陷害或者侮辱诽谤他人。

　　八、严禁以威胁、欺骗、利诱和其他非法手段妨害代表、委员自由行使选举权、被选举权和表决权。

　　九、严禁到歌厅、洗浴等休闲娱乐场所消费。

　　十、严禁以任何形式阻挠对违反“两会”纪律、干扰破坏选举等问题的调查和处理。
