日前央视《焦点访谈》播出暗访东莞色情业的节目——《管不住的“莞式服务”》，时长14分钟。节目曝光：东莞KTV里跳艳舞，色情服务明目张胆；酒店"选秀"实为卖淫；五星级酒店“裸舞选秀”，小姐明码标价；20多项色情“莞式服务”成竞争特色。东莞某酒店经理告诉暗访的央视记者：“安全，这个是没问题的，你放心的了。怎么可能，那照你这样说，我们这里早就关门了，哪有检查？”在东莞中堂镇东臻酒店，负责经营色情服务的经理也告诉记者不用怕警察，“就怕你们是记者”。
只怕记者曝光，不怕警察执法，乍一看令人费解，就像老鼠不怕猫了，这是咋回事？细一捋，老鼠不怕猫，不外乎两种原因，一是老鼠和猫交上了朋友，猫从老鼠那里得了好处，吃人嘴软、拿人手短，猫不愿也不想抓老鼠了；二是猫不敢抓老鼠，老鼠有保护伞，背后站着更迅猛的动物，猫投鼠忌器。当然，这只是推测，东莞的一些涉黄场所为何不怕警察，犹待调查。

一些涉黄场所背后有保护伞，早已为人周知。比如，去年11月1日深夜，河南省公安厅异地用警，查处位于郑州市郑东新区的“皇家一号会所”。为打击幕后“保护伞”，河南省公安厅对所有案件全部实行异地管辖，由调警地公安机关一侦到底，坚决严打黄赌犯罪的组织者、出资者、经营者及幕后“保护伞”。“异地用警”、“对所有案件异地管辖”足以说明，如果不这样做，会有人通风报信，即便打击了涉黄场所，但其背后的保护伞仍然纹丝不动。此外，在一些地方，有些民警直接参与娱乐服务场所经营和“黄赌”行为。
作为我国著名的华侨之乡、广东“四小虎”之一，东莞近年来被贴上了许多标签，比如“打工之都”、“敢性城市”、“性都”。性都这一说法让东莞官员难以接受。东莞市市长袁宝成去年接受采访时称：“(性都、血汗工厂)等名字确实不好听，我们从来没有认为要依靠这些来发展城市，我心目当中不存在这些名字，东莞也不需要用新的名字去取代，东莞就是东莞，东莞就是一个厚德、务实、包容、开放的城市。”连续多年，东莞频频扫黄。但遗憾的是，“野火烧不尽，春风吹又生”。原因究竟在哪？显然不是三言两语所能说清，但一些执法部门不作为是其中一个原因。
央视曝光后，广东省公安厅10日凌晨发布消息称，9日晚9时，东莞市公安局对全市娱乐场所开展统一清查行动打击卖淫嫖娼；被媒体曝光的东莞市中堂镇公安分局局长、涉黄酒店所在地的派出所所长已被停职调查。相关派出所所长被停职，可谓咎由自取。仅停职还不够，应彻查警察与涉黄场所是否存在灰色交易。
广东省委书记胡春华已就央视曝光东莞多个娱乐场所存在卖淫嫖娼等违法行为作出批示，要求广东省公安厅在全省开展专项扫黄整治行动，像去年打击毒品一样扫黄，先治标，打出声威，再治本，综合治理。并要求东莞市对相关责任人要查清楚，严肃处理，绝不手软。可见广东不缺扫黄决心。从强大决心到雷霆行动，再到构建长效机制，黄赌毒生存空间才被最大程度压缩。也只有打掉保护伞以及惩处不作为、乱作为的执法人员，涉黄场所也不会只怕记者不怕警察。
