湖南省衡阳市祁东县国有资产管理局原局长周泓波，因涉嫌挪用巨额公款被立案调查后，他逃往全国30余个城镇，平均每两天换一个地方，上演了一场现实版的“贪官流浪记”。2013年11月28日，他在湖南省长沙市一酒店被抓获。2013年12月17日，湖南省衡阳市人民检察院以涉嫌挪用公款罪决定逮捕周泓波。
周泓波在潜逃期间经历了什么?衡阳检方办案人员近日向记者独家披露了周泓波69天的惊恐逃亡之路。
“法网恢恢，疏而不漏”，衡阳检方表示，在2014年年初披露周泓波案件，旨在敦促在逃犯罪嫌疑人向司法机关投案自首。
挪用巨额资金惊恐出逃
2013年3月，祁东县委组织对全县行政事业单位进行优化经济环境考评，县国有资产管理局被考评为倒数第一。祁东县委研究决定，对考评结果负有主要责任的该局局长周泓波予以免职。
同年9月初，审计局对周泓波进行离任审计。经审计发现，国资局下属的国有资产管理公司财务混乱，收支严重不平衡，且有巨额资金去向不明。9月21日，当审计人员找周泓波了解有关情况时，发现周泓波已外逃。
祁东县委、县政府主要领导获悉上述情况后，立即召集县纪委、县检察院、县审计局、县公安局负责人研判案情，部署侦查和追逃。
据联合调查组初查:周泓波利用其担任祁东县国资局局长、祁东县国有资产管理公司董事长职务上的便利，涉嫌挪用国有资产处置款1100多万元，用于其本人实际控制的两个房地产建筑公司注册验资和经营。
防监控遮挡面部买车票
据办案人员透露，就在审计人员进驻国资局进行审计时，周泓波就预感到罪行即将败露，便开始谋划逃亡路线。
之前因工作关系，周泓波多次出差云南、广西等地，他认为云南、广西靠近缅甸、老挝，出境方便，所以他将逃亡的第一站选在了广西柳州。周泓波生性多疑，在一个地方不敢久留，住两三天即走，从柳州逃到昆明，从昆明逃到大理，从大理逃到西双版纳，从西双版纳逃到瑞丽等地，周泓波的逃亡之路遍及广西、广东和湖南等省区30余个城镇。
在逃亡过程中，周泓波将能证明自己身份的所有证件全部丢弃，并托人伪造了一张身份证，但他觉得假证容易被识破，所以一直藏起来没敢使用。
为躲避车站监控和盘查，周泓波对面部进行遮挡后才去买票，而且选择乘坐当天最晚一班汽车，购票后不在候车室休息，而是躲在附近的公园或山上，上车后就假装睡觉。
周泓波交代，为了逃避侦查，他不敢使用银行卡在逃亡地取款，为此，他曾专程逃往深圳取款，取款后立即逃往另一个城市。
为了误导侦查，周泓波还将以前使用的电话卡在设置呼叫转移后交给他人保管，在逃亡途中购买多张电话卡，但只在深夜开机，向人打听案情，并学着电视剧里的情节进行反侦查。
住小旅店随时准备跳窗
在祁东县看守所，祁东县检察院反贪局干警提审周泓波，当问及周泓波逃亡时的感觉时，周泓波长叹一声说，除了害怕，还是害怕，不过现在住进了看守所，反而不害怕了。
周泓波到案后交代，在逃亡途中，他身心备受煎熬，一听见警笛或者看见穿制服的人就会异常紧张、害怕，以为自己的行踪已经暴露。
周泓波不敢住大酒店，因为要登记身份证件，他只敢住身份登记不严格的小旅社，而且对房间选择有要求，楼层不能太高，要有窗户，睡在靠窗的床铺，便于在民警查房时跳窗逃离。“每次听到服务员清理房间的敲门声，我都吓得从床上蹦起来，不敢吱声，我以为是警察抓我，我得随时准备逃跑，直至服务员敲几声后问需不需要清理房间，我从猫眼看到只有服务员一人时，我才敢回应。”周泓波说。
“我原想偷渡出国，但真到了那一刻，我却因为害怕放弃了。”周泓波逃到瑞丽后，就开始联系当地的“黑中介”帮忙从中缅边境偷渡出境，并商量好了价格，他自己也多次前往中缅边境山区实地察看。由于不会缅甸语，害怕偷渡后遭到敲诈，也担心被人卖去当“黑劳工”，周泓波最终还是放弃了偷渡的打算。
“你想到过自首吗?”
“想过，逃亡之路一有风吹草动，就担惊受怕，常常半夜梦到被抓被铐，一路上太苦太累，心力交瘁，我也曾打算放弃逃跑，主动回来自首，但是随着逃亡时间一天一天向后推移，侥幸心理逐渐占了上风，以为躲一阵子就没事了。”
2013年11月28日10时32分，在长沙市开福区东风路某快捷酒店内，周泓波被抓获，结束了他长达69天的逃亡之路。
