罗保铭表示，今年是深化改革年和科学管理年。对现阶段的海南而言，资源环境是海南最大的发展优势，改革是加快绿色崛起的重要动力，管理更是不可或缺的重要生产力。要做到保护与发展并举，保护优先；改革与开放并举，两者相辅相成；发展与管理并举，用科学管理促进发展提质增效。
罗保铭说，春节后的第一天，国务院给海南下发了关于三亚市撤六乡镇设四区的文件。今后，三亚将作为一个城市来规划、作为一个城市来建设、作为一个城市来管理。
罗保铭表示，发展是硬道理，管理是软实力。海南的发展，尤其是三亚的发展已势不可挡，但如果管理缺失、滞后、弱化甚至出现空白，发展的成果会大打折扣，甚至半途而废。越发展管理的分量越重，三亚的管理已与发展同等重要甚至更为重要。要切实提高见微知著、防患未然的能力。同时，三亚要大力发展绿色、低碳、高附加值的多元产业，不断提高综合实力和抵御市场风险的能力。
三亚市市长王勇表示，去年三亚努力保民生、调结构、促发展，经济形势总体不错， GDP增长10.1%。今年主要做好三项工作：一是调结构。主要是从房地产向多元化的产业来调整；二是城乡统筹，将撤镇设区作为一个有力契机，提升到一个新水平。培育龙头企业，结合农村土地确权，推进规模化产业化，提高农业的价值；三是通过301医院等医疗资源拉长医疗服务产业链，将健康产业链进一步延伸，培育养老、康复疗养产业，引进更多人才，提升现代服务业品质；四是强化城市管理，坚持问题意识、问题思维、问题导向，通过整改问题来改善三亚城市管理。
