　　组织新提拔干部参加任前廉政法规考试，旨在进一步增强领导干部的廉洁勤政意识、法纪意识，起到以考促学、以考促廉，打好预防针的作用。

　　据了解，全国多地已推行领导干部任前廉政法规考试制度，考试采取闭卷形式进行，按照百分制评定成绩，60分以上（含60分）为合格。考试成绩合格者，按程序任用；考试成绩不合格者，暂缓任用，三个月内补考一次，补考成绩合格者按规定程序任用，补考成绩不合格的，取消本次任用资格。

　　陕西纪委介绍，陕西省纪委连续6年在全省开展反腐倡廉制度建设，举行“调研年”、“创新年”、“执行落实年”、“深化提升年”活动，大力推进制度建设和创新工作，先后推行了以17项制度为代表的一系列反腐倡廉制度，在惩治和预防腐败方面发挥了积极作用。

　　据介绍，陕西还推行党政主要领导向纪委全委会述廉制度和干部任前廉政法规考试制度，全省近5万名县处级以下领导干部分别向市、县纪委全委会述廉，充分发挥了纪委全委会集体监督的职能作用，强化了对党政主要领导干部的监督。2013年近1.2万人次参加考试，50人因成绩不合格被暂缓提拔。

　　另外，陕西全省已有99.8%的行政村建立了村民监督委员会。2013年，全省村民监督委员会成员列席两委会139191次，提出建议75135个，被采纳建议52830个，化解矛盾51098起，监督村级重大事项52875起，纠正不合理村级事务15638件。
