2013年3月底卫计委通报第一例人感染H7N9禽流感以来，质检总局一直认真落实国务院关于疫情防控统一部署，加强口岸监测，严控疫情通过口岸传播。今年1月24日，质检总局专门就加强口岸防控人感染H7N9禽流感工作发出了通知。通知要求各直属检验检疫局高度重视H7N9禽流感防控工作，加强监测与信息报告，落实责任到岗到人，加强口岸防控措施，开展教育和咨询服务，强化与当地医疗卫生、口岸管理等部门的联防联控，并做好应急防控准备和卫生处理工作。
按照质检总局的部署和安排，各口岸检验检疫部门加强了防控工作。1月28日，深圳局在皇岗口岸入境检疫中发现1名有流感样症状儿童。该旅客是一名6岁男孩，香港人，于1月28日13时28分从罗湖口岸出境赴香港，当日20时16分经皇岗口岸回深圳。入境时红外测温系统显示其体温38.1℃，经水银体温计复测其腋下体温为38.2℃。
检验检疫人员根据相关工作规定，立即采取了措施：先是进行流行病学调查及医学体格检查，发现该儿童有发热、咽红、双侧扁桃体1度肿大等流感样症状及体征，但患者家属否认有1周内禽类接触史。在征得该旅客同意的前提下，工作人员采集咽拭子样本送深圳国际旅行卫生保健中心检测，并送广东检验检疫技术中心确认。其后，工作人员按要求登记其联系方式，给予健康建议，嘱咐其做好个人防护并及时就医后准许入境，并立即对口岸相关场所及物品实施了消毒。
经深圳保健中心紧急检测、广东检验检疫技术中心复检和广东省疾病预防控制中心(CDC)确认，判定该旅客为人感染H7N9禽流感确诊病例。
