2014年1月12日，有媒体报道称硕士研究生全国统一入学考试哈尔滨理工大学考点出现通讯工具作弊事件。黑龙江省教育厅于当日派出调查组进驻哈理工迅速展开调查。1月13日，公安机关成立专案组立案侦查。经过各方面共同努力，目前事件真相已经查清。
经查，2013年8月，哈尔滨理工大学MBA教育中心(系该校独立单位，由管理学院代管)办公室主任王某某(负责招生工作)擅自越权发给北京智恒知艺术培训中心授权书，授权其办理招生咨询、学员档案管理、代缴学费、组织学员上课等事宜。
调查证实，哈理工学校及管理学院相关负责人对王某某发给智恒知授权书一事均不知情。王某某亦承认未请示任何人，完全系个人所为。
考场秩序混乱
2013年10月下旬，王某某以“考虑招生困难”和“外地考生多，为了节省考生成本和时间”为由，向管理学院相关负责人建议到合作方所在地现场确认报考考生资格。
2013年11月13日，王某某与哈理工其他两名工作人员到北京智恒知现场进行确认。现场确认工作结束后，王某某未向管理学院负责同志报告确认情况。
2014年1月2日下午，哈理工按照国家和省相关规定，召开考务会议，进行考前培训，培训要求“每个考生入场时，由每个考场一名监考教师用金属探测仪进行扫描，考试过程中上卫生间要一人一去，回来时要用探测仪扫描”。
调查发现，哈理工考点505教室第14考场负责使用探测仪的监考人员牟某某，在考试当日下午对个别进出考场的考生没有使用探测仪进行扫描。
据核实，哈理工考点在考试过程中共查出26名违纪考生，其中10人系挟带小抄作弊，16人系携带接收设备作弊。在16人中有4人系智恒知经办报考。
精心策划预谋并利用高科技设备非法窃取
另据核实，MBA考试出题与评卷工作均不在黑龙江省，由教育部统一组织。所谓“提分机制”系社会办学机构虚假宣传，用以招揽考生。考生的考场和座位安排由黑龙江省招考办计算机系统随机生成，在智恒知经办报考的105名考生(缺考12人，实际参加考试93人)，随机分布于哈理工26个MBA考场中的25个。
2014年1月14日，黑龙江省国家保密局派人，通过查看工作记录和调取监控录像资料等方法，检查哈理工试卷保密室的保密管理情况，没有发现纰漏和可疑情况。
经公安机关侦察，犯罪事实基本查清，初步认定本案是精心策划预谋并利用高科技设备非法窃取国家秘密的案件。
根据犯罪嫌疑人交代，哈理工MBA教育中心办公室主任王某某，以非法牟利为目的，伙同哈尔滨市南岗区太奇考研学校刘某某，智恒知佟某某、付某，北京九州万家教育咨询有限公司高某某、北京明德尚行教育咨询有限公司薛某某等人共同组织实施。
由犯罪嫌疑人周某在开考后，从不法网站获取答案用于作弊。目前，共抓获包括王某某在内的犯罪嫌疑人9名，涉案资金约150万元，收缴作弊器材90套，案件正在进一步审理中。
多个环节有违规行为
据黑龙江省教育厅相关负责人介绍，调查发现，哈理工存在违规与社会办学机构合作、违规到异地确认考生资格、个别监考人员未严格执行考务工作规定和MBA教育中心管理严重失控的问题。
经黑龙江省教育厅研究决定：暂停哈理工全日制和非全日制硕士研究生考点工作；自2014年起，暂停哈理工非全日制工商管理硕士招生(每年10月份国家组织统一考试)；自2015年起，暂停哈理工全日制工商管理硕士招生。根据相关规定和黑龙江省纪委有关部门的指导意见，经1月24日黑龙江省委高校工委委员会议研究，向黑龙江省纪委提出对该校相关负责人的处理建议；做出对该校管理学院、研究生学院相关责任人员和监考人员的处理决定，相关部门正在履行工作程序。
此外，黑龙江省招考办正在积极协调国家教育考试中心相关部门，对参加此次考试的考生试卷进行技术鉴定，对存在作弊行为的考生将按照《国家教育考试违规处理办法》相关规定严肃处理。无作弊行为考生的正当权益不受此次事件影响。
