判决：
据巴中市人民检察院起诉指控，2004年至2012年期间，苏智先利用担任绵阳师范学院党委书记、院长的职务便利，为他人谋取利益，先后单独或伙同其妻张素兰，以及通过特定关系人苏锦先多次收受肖平等16人贿赂共计人民币974万元；此外，苏智先身为国有事业单位工作人员，2007年，苏智先在明知相关机构无融资职能及未对相关机构和公司是否具有融资能力进行考察和风险评估的情况下，先行支付“前期融资调研经费”100万元，最终致该笔款项无法追回，给学校造成损失，致使国家利益遭受重大损失。
法院审理认为，被告人苏智先身为国家工作人员，接受他人请托，利用职务上的便利，为他人谋取利益，非法直接收受或索取他人财物，明知并认可其家庭成员收受他人给予的财物共计人民币860万元，其中索贿255万元，其行为已构成受贿罪。被告人苏智先身为国有事业单位工作人员，严重不负责任，致使国家利益遭受重大损失，其行为已构成国有事业单位人员失职罪。公诉机关指控苏智先受贿人民币860万元及国有事业单位人员失职的事实清楚，证据确实、充分，指控罪名成立，但指控苏智先收受王某某、衡某某给予的现金共计人民币114万元因证据不足，不予认定。判决被告人苏智先犯受贿罪，判处无期徒刑，剥夺政治权利终身，并处没收个人全部财产；犯国有事业单位人员失职罪，判处有期徒刑二年，决定执行无期徒刑，剥夺政治权利终身，并处没收个人全部财产
此外，该案中，扣押在案的受贿所得赃款541.20万元依法上缴国库，并继续追缴剩余赃款318.80万元。

2009年至2011年，时任绵阳师范学院党委书记的苏智先利用职务之便，在绵阳师范学院教学实验楼A区项目招标、建设等方面为该项目负责人肖某提供帮助，并帮助肖某的朋友杨某顺利签订绵阳师范学院教学实验楼B区项目施工合同，先后6次收受肖某所送现金共计人民币151万元。
2006年至2011年，时任绵阳师范学院党委书记的苏智先利用职务之便，在绵阳师范学院磨家新校区综合楼工程项目和校区二期道路工程项目承建等方面，为该项目负责人谢某某提供帮助、为谢某某租用绵阳师范学院南校区房子给予关照等，先后5次通过其妻张某某或者单独收受谢某某所送现金共计人民币140万元。
