　　改革面临三难题

　　比如，一些县处级领导的办公室往往是“多功能厅”，集办公、会客、小型会议、休息于一体，远超12平方米。科级干部6平方米，实际上现有办公用房没有这样大小的房子，那就要几个科长合在一起办公，大家挤在一起接待来客、打电话互相干扰。

　　记者调查发现，清理办公用房超标，一是多占的要退，二是“有余”的匀给“不足”的，三是超标面积处置拍卖。但现在多是“避风头”心态。温州一位处级干部说，“用房严重违规的多是领导，清房就是要动领导的特权，他如果不是真心改革，效果怎能落地？”

　　突击整改缺问责
