  好在,城市交通系统在当晚终于有所应对。据南京媒体报道称,南京南站安排了两辆大巴车免费送旅客前往市中心,约凌晨2时,大部分乘客疏散完毕。


  此外,南京铁路部门还称,将与城市交通部门协商,增加春运期间的地铁晚间运力,增加夜公交的班次,以方便“晚点”乘客回家。


  实时交通信息需求大


  在刘芸看来,客观而言,今年公布的一些实时交通信息,已比过去要进步一些。但其中依然有改进的空间。


  刘芸发现,有一个应用程序叫“飞常准”,当有人用电脑或手机给这个程序发送航班号时,它会把航班是否延误等情况告诉用户,“我希望也能有一个这样的应用:当我走在高速公路上时,发送高速公路名称,这个应用能自动提示我这条公路是否关闭、哪个路段关闭、何时开放等信息”。


  陆键教授告诉中国青年报记者,春运期间部分旅客滞留有众多原因,其中之一是交通部门应对大规模迁徙的能力、交通设施的承载能力依然有限。


  “第二个原因是,在发生大雪大雨等突发灾害时,一些地方的应急管理能力还不到位。”陆键认为,交通信息提供的不足,正是表现之一。


  陆键说,把交通信息发布给交通设施使用者,是一种人性化的管理和服务,随着公民对信息接受能力的提高,实时交通信息的建设也会有所进步,“主要困难是有关部门重视的程度”。


  中国青年报记者发现,目前我国实时交通信息的发布已有一定成果,主要应用集中在城市内部。例如,据媒体报道,今年2月7日,上海市交通港口局指挥中心发布称,“上海公交”APP软件已增设实时公交模块,并把已经实现智能调度的公交线路车辆的实时信息接入APP。


  此举可以呈现220余条公交线路的实时车辆信息。大部分省份均有城市尝试对市内主要道路的实时路况进行呈现,呈现方式包括设置路边显示屏等。


  据日本媒体披露,2013年,日本首都圈各铁道公司及东京都政府决定将电车行驶方位等实时运行信息公开化,电车运行方位可以实时体现在智能手机的地图上,在发生灾害等紧急情况时,可以立即获得电车及公交在何处停止导致交通堵塞等信息,这将使高效率的避难及救援活动成为可能。


  陆键注意到,百度公司在今年春运期间推出了“实时地图”,如今也有一些专业的软件、数据库可以通过手机、电话等渠道搜集交通信息的状况,发布给道路的管理和使用者。


  “这个是比较好的一种技术,中国在这方面发展很快,将来使用的需求量是很大的。但这一定需要政府行为。”陆键说。


  首都经贸大学城市经济与公共管理学院副教授张智新此前也曾公开表示,交通部门发布交通信息的内容包括易堵路段、旅游景点、大型活动场所等人流密集区域,渠道则有手机、互联网、电视、电台等。


  “尤其要重视手机平台,如果交通信息不能及时传递给出行人,一旦造成大规模拥堵就会非常麻烦。一旦遇到严重拥堵,相关部门要果断地采取临时交通管制、景点限流等措施。”他在接受媒体采访时说。


  记者注意到,在目前已有的发布实时交通信息的微博中,转发和评论并不多,到达率较为有限。如何运用微博、微信等公民较容易接受到的新媒体渠道,成为一个新课题。


  在陆键看来,政府部门应该及时调整、发布一些动态信息,返程旅客也需要对国内目前交通状况作提前了解,“同时,地方政府应该适当考虑承担责任,向可能延迟滞后的旅客提供帮助,这毫无疑问需要政府的投入。”
