银行转账缴纳“罚款”
昨日，成都商报记者从无锡滨湖区人口和计划生育局获悉，张艺谋夫妇已于昨日一次性缴清所有“罚款”。该局昨日中午收到陈婷、张艺谋缴纳的计划外生育费及社会抚养费7487854元，张艺谋是在规定时间内，通过银行转账方式一次性缴纳的所有费用。
1月9日，滨湖区人口和计划生育局向张艺谋和陈婷夫妇发出《社会抚养费征收决定书》，决定书认定，陈婷、张艺谋非婚生育三个子女，违反了计划生育法，依法对陈婷、张艺谋征收计划外生育费及社会抚养费共计7487854元。被征收人应在收到决定书之日起30日内一次性缴纳社会抚养费。如不服征收决定，当事人可在接到征收决定书之日起60日内，向有关部门申请行政复议，也可在3个月内直接向人民法院提起行政诉讼。
按时间推算，昨日应是张艺谋缴纳罚款30天期限的最后一日。
“罚款”用于公共服务和社会事业
无锡滨湖区人口和计划生育局宣教科科长蔡美华，也是张艺谋“超生”事件发生后，滨湖区计生局唯一对外新闻发言人。“这个事情我们一直都是公开公正公平处理，对于我们来说，就是一件普通的案件。”昨日，蔡美华告诉成都商报记者，从去年7月开始，该局在前期调查的基础上，依法依规正式立案调查，至今年1月9日处理结果对外公布，前后持续了半年多时间。
目前，案件以张艺谋和陈婷夫妇缴纳748余万的“罚款”暂时终结，蔡美华称，这笔款项已上缴国库，由地方政府连同其他财政收入一起，统筹用于本地区各类公共服务和社会事业。
蔡美华还告诉成都商报记者，今后如果发现张艺谋在涉案年度有新的收入证据，计生局将依法撤销原《社会抚养费征收决定书》，重新作出征收决定。
昨日，成都商报记者也拨通了张艺谋工作室新闻发言人庞丽薇的电话，不过电话不是占线就是无人接听，相关短信也未见回复。之前庞女士曾表示，张艺谋导演私生活方面的消息一律不予以回复。截止到发稿，其官方微博也未有信息更新，页面停留在1月29日给粉丝拜年的新春祝福里。张导一家的最后一次露面，是年前被网友拍到在夏威夷机场举家出游的画面。

张艺谋超生案暂告段落
泰和泰律师事务所律师谭蕾认为，按照计划生育法，张艺谋非婚生子，“超生”，应当依法缴纳社会抚养费，而按照相关规定，在缴纳了这笔费用，此事就告一段落。谭蕾称，按照《社会抚养费征收管理办法》，社会抚养费将全部上缴国库，按照国务院财政部门的规定纳入地方财政预算管理，任何单位不得截留、挪用、贪污。
据《经济》杂志报道，1月7日，国家卫计委新闻发言人毛群安在国新办发布会上表示，国家卫计委正在启动对社会抚养费管理办法的修订工作，将对目前在社会抚养费征收过程中存在的一些问题进行进一步规范。
