2月17日，宽带发展联盟发布第二期《中国宽带速率状况报告》。报告显示：2013年下半年，中国固定宽带互联网网络平均下载速率达到3.53Mbit/s（451.84kByte/s），用户进行网页浏览的平均首屏呈现时间为2.32秒，在线视频平均下载速率为1.81Mbit /s（231.68kByte/s）。
与2013年上半年第一期报告的数据相比，中国宽带用户的平均下载速率和网络视频下载速率增长幅度较大，较上半年分别提升了20.4%和75%；而网页浏览时的首屏呈现时间相比也略有改善，能够提供较好的用户体验。从各省的下载速率来看，上海仍然领跑全国，速率超过3Mbit/s的省份则由上半年的6个增加到22个。这种变化表明，在国家发布“宽带中国”战略的背景下，中国宽带速率在全国范围内得到了普遍改善。
宽带发展联盟此次发布的报告中新增加了宽带接入速率符合度指标，以反映用户实际测试出的宽带接入速率与签约速率的比值。根据报告，三大基础电信企业的宽带用户，接入速率普遍能够达到甚至超过签约速率，全国平均固定宽带接入速率符合度为105.8%。根据工信部颁布的《互联网接入服务规范》要求，该比值应达到90%以上。从报告发布的数据来看，基础电信企业各省签约用户的宽带接入速率符合度均能达标。
报告同时指出，由于可用下载速率是用户在使用网络下载应用时，用户终端与所访问网站的服务器之间的数据传输速率，该速率会受到全程全网各个环节的影响，例如同时访问网络的用户数、网站服务器的位置、网站服务器的带宽和处理能力等等。因此，用户实际的下载速率与接入速率之间还存在着一定的差距。用户实际下载速率需要通过包括电信运营商、互联网企业在内的多方的共同努力来不断提升。
