  走访节后租房 中介主推隔断间

  “您想租什么样儿的?大主卧、小次卧、隔断间、保姆间,我们这儿都有。”昨天下午,记者以租房者身份进入百环家园底商一家没有“大名”的中介门店,一名经纪人热情地接待了记者,并表示房源价格从几百元到几千元都有。在这名经纪人给出的名片上,记者看到其所属公司为“德宝地产”。


  当记者提出想租一间千元左右的单间时,这名经纪人表示,现在只有隔断单间价格稍低,而且他手上的隔断单间出租房源已经所剩无几,“我手头只剩一间8平米左右的隔断间,1100元/月,您想要的话最好马上定下,否则能不能留到明天都不好说。”


  小小厨房也被改装成卧室


  随后,记者跟随这名经纪人来到百环家园15号楼。在一套约70平米的两居室里,客厅被隔成了三个隔断间,其中两间已经出租。在最后一间隔断间外,记者稍一用力,紧闭的房门便推开了。

  上午记者再度联络前几天走访的几家中介公司,并询问昨天看的几个隔断间,对方均表示已出租。经纪人小刘告诉记者,目前正规中介已不再做隔断间出租,“隔断间基本都在小中介手上,年后是租房高峰期,这么快租出去也不稀奇。”


  对于上述经纪人“隔断间超过8平米就没事儿”的说法,资深经纪人小陈告诉记者,按照市住建委等部门的规定,出租房屋人均居住面积不得低于5平米、每个房间不得超过两人,“但规定同时指出,应当以住宅原有的房间为最小出租单位,所以在客厅打隔断、把厨房变成卧室,都是违规的。”

  群租难题今年或将得到缓解


  一面是群租房存在的巨大安全隐患,另一面是低收入群体的巨大需求,群租房如何才能得到有效治理?


  今天上午,市住建委相关负责人在接受法晚记者采访时表示,本市正在探索集体宿舍及城区“公寓”两种解决方案。


  国有企业、产业园区和社会单位利用自有土地建设公租房,可以解决本单位职工和引进人才住房需求;城乡接合部的集体经济组织盘活集体建设用地建设公租房,面向低收入群体等。


  此外,本市今年将开始探索一些新的方式来解决此类人群的住房问题。其中包括由中介整租一些闲置物业,改造成集体宿舍等。

  北京市政协委员朱良上午在接受法晚记者采访时也表示,通过集体宿舍改善群租房现状具备可行性,“但完整的物业管理,厕所、洗澡间等配套服务设施,以及电器、燃气管理的安全措施是前提。”


  另外,朱良还表示,集体宿舍的定价、税收,以及住宿面积、条件等,都需要制定相关政策。

  记者查阅资料发现,2013年7月,市住建委、市公安局、市规划委员会同市卫生局等部门联合印发《关于公布我市出租房屋人均居住面积标准等有关问题的通知》,对群租进行了界定。


  通知明确,出租房屋人均居住面积不得低于5平米,每个房间居住的人数不得超过2人(有法定赡养、抚养、扶养义务关系的除外)。


  通知要求,应当以原规划设计为居住空间的房间为最小出租单位,不得改变房屋内部结构分割出租,不得按床位等方式变相分割出租。厨房、卫生间、阳台和地下储藏室等不得出租供人员居住。
