　　据了解，北京市多数“小产权房”项目主体涉及村集体经济组织，在“小产权房”销售环节，多数项目会提供给买房者加盖村集体公章的所谓“证明”。因此，收归和代管公章，是遏制“小产权房”建设和销售的一个有效措施。

　　对从事“小产权房”交易的正规中介，北京市要求工商、住建等部门加大综合监管力度，暂停网签资格，顶格进行处罚。对于黑中介和个人，一经发现要坚决进行处罚。
