  近年来,一系列围绕公务员录用体检的争议和问题案例不断出现,引发了社会对公务员考录体检的高度关注。其中,不少发生争议或滋生腐败的问题,正是出在“单项淘汰”环节。


  2011年2月16日,本报以《施欣验肝求职记》为题,报道了西华师范大学研究生施欣在公务员体检中的遭遇。施欣的“丙氨酸氨基转移酶”(英文缩写“ALT”)的检验结果超过了公务员体检录用标准的上限,他因此被认定为“体检不合格”,在公务员考试中落榜。


  随后,施欣辗转江西、湖南、四川三个省,前往三家医院做了4次体检,以证明自己的肝是健康的。4次体检结论均显示,施欣的肝功能正常,相关指标也没有超过公务员录用的标准。但由于考录程序已全部走完,施欣无法被录用。


  2011年8月,山西长治考试宋江明在公务员考录体检中的“血红蛋白”指标被人为篡改,以致公考落榜。此事经本报报道后,山西省有关部门介入调查,为宋江明讨回了公道。


  宋江明也仅仅因为一项指标的“不合格”,而险些被拒于公务员队伍之外。


  同一年,贵州的10名考生在公务员考录体检中遭遇“罗生门”,这些考生分别在白细胞计数、血小板值等项目中因为单项超标而被判定体检不合格。其中,有的指标距离合格值标准仅差0.04。


  在“宋江明案”中,“单项淘汰”的规定显然被腐败官员利用了。


  2012年3月20日,在“宋江明案”的庭审中,公诉人在举证环节提出,根据我国现行《公务员录用体检操作手册》中对体检工作程序的规定,“单项淘汰必须经过主检医生审定并签字”。而事实是,被告人、长治市人力资源和社会保障局原副局长赵波作为非专业人员,指使医院工作人员作出了“体检不合格”的决定,并导致宋江明被“单项淘汰”。


  公诉人还指出,根据《公务员录用体检通用标准(试行)》的规定,以血红蛋白男性低于90g/L作出“不合格”结论有一个前提,即考生须被确诊为“单纯性缺铁性贫血”。但当时宋江明的体检及复查结果,体检机构并未作出宋江明患有“单纯性缺铁性贫血”的诊断结论。


  《公务员录用体检操作手册(试行)》对“单项淘汰”作出了十分审慎的约束,在多个条款中均有严谨的表述。


  其中,“体检程序”条款指出,“单项淘汰必须经过主检医生审定并签字”。


  “实验室检查”条款指出:“对于检查结果较参考值稍高或稍低者,在排除器质性病变的前提下,一般不做单项淘汰,而由主检医师结合其他检查结果,综合判断,作出正确结论。”


  事实证明,在相关规章已有要求的情况下,仍未能挡住“单项淘汰”引发的争议乃至腐败案件的发生。
