租铺给单位不属于以权谋私
举报龙贤岩的是红网论坛一位叫“明月刀”的网友，帖子不长，列举龙所涉问题有四五项。该网友称，龙贤岩担任局长以来，“生钱有道，将自己的商铺出租给民政局的婚姻登记处，并将公车据为己有”。此外，他还称，龙将自己的老婆、女儿及一位叫刘莉平的女子安置到民政局工作。该网友称，刘是龙的情妇。
2月14日，西洞庭管理区纪委纪委公布了初步调查结果。涉及龙租用店铺给该局民政司法局婚姻登记处的问题，回复称，自2007年以来，该区婚姻登记处曾在多个单位“周转”办公地，2010年3月因给教育局“腾房”，又“一时找不到房源”，在请示分管区领导后，决定在外租赁房子办公室。

纪委称，该车现已交由专职司机负责，并按区公务车辆管理实行统一监管。
暂无法认定情妇关系
至于帖子中提到的刘莉平，回复称，由于暂时没人提供，也未发现相关证据，调查组不能判断他们具有“情妇”及“不正当男女”关系。
调查称，单身离异的刘莉平“曾系龙贤岩的学生”，2008年，她在该区婚姻登记处隔壁租用了一间门面从事照相、摄影服务，因此涉及结婚、离婚等档案照片，“自然就在刘的服务中心照了”。后来，婚姻登记处租用龙的店面，刘的办公地点也一同搬了进去。因缺乏人手，“经报告分管区领导，经局班子集体研究决定，仍由刘承担起对外的照相业务及部分办证复印、登记工作，与窗口合作办公，并无偿租用局里提供的设备、器械、耗材等”。
2013年8月，由于相关窗口人员调离，“经局班子研究决定，暂由刘莉平处理窗口对外业务服务，并从服务收费中，按每月2000元的标准作为劳动报酬”。
按纪委的回复，至2013年8月前，刘的大部分收入“由她对外有偿服务收费维持”，涉及办证等一些服务收费，上缴后由局领导集体研究后予以适当补偿。结论是“区民政司法局没有把刘作为临聘工作人员对待，只是为刘提供了业务机会和工作环境，同时也获得了利用该机会得到的必要报酬”。
处理：局长自行整改
对于龙贤岩安置妻女进民政局的举报，该局纪委称，龙的妻子是在2010年，经该区政治部公开招聘程序进入民政系统工作的；女儿2013年8月在婚姻登记窗口只是“实习”，其间按“1200—1500元/月”的标准领了6个月生活费，“不属于局长安排的临聘工作人员”，出于避嫌考虑已“建议全额退缴”。
“处理不痒不痛。”上述调查结果在网上通报后，一位网友跟帖。因为涉及对龙的处理意见，也只是“责成龙贤岩针对相关问题，向区纪委写出情况说明并认真反省，并主动整改处理，挽回影响”。对此，有网友称，“调查的事实是龙某都没错，但结论是要龙纠正。这不是‘此地无银三百两’吗？”南都记者 张东锋
