南京市要求各职能部门严格履行监督检查职责，严厉整治“会所腐败”，确保中央各项规定要求落到实处，对发生违纪行为的，将实行责任倒查，严肃追究责任。
南京市纪委对整治“会所腐败”作出部署，提出了“五个一律”的严格要求：历史建筑、公园等公共资源内一律不准违规建设私人会所；历史建筑、公园内的餐饮单位一律不准设立高档消费；党员干部一律不准出入私人会所；党员干部一律不准接受和持有私人会所会员卡；凡在私人会所发生的费用一律不得用公款报销、转嫁摊派或者弄虚作假变通处理。
南京市纪委、监察局、审计局等10部门还联合展开了专项整治行动，注重“源头监管”，采取核查财务账册的方式，检查近期公务接待、物品采购、会议经费等支出情况，严查苗头性现象。
据统计，整治中，共派出132个检查组、857人次开展深入排查。全市有11个区、108个部门向市廉政办提交了摸排情况报告，并由主要领导签字。各公园、风景区、历史建筑内的高档餐饮经营场所，目前已有7家关停，4家收回经营权，其余重新调整功能进行整改。
