日前，南京市档案馆，首次向媒体公开了一份珍贵的原件档案，这些档案详细记载了侵华日军在南京制造大屠杀的罪恶史实。据了解，这批书面资料于1949年4月23日南京解放后，由南京市军管会接收，在此之前至今从未公开过。而此次公布的档案资料共183卷，绝大部分为原始件，也就是"孤本"、"珍本"。档案中，有相当一部分是1937年至1939年间形成的同时期材料，涉及面广、人物背景丰富、材料相互印证、证明力强。根据南京档案馆大屠杀史研究专家夏蓓介绍，该馆所藏的这些档案包括各类政府文件、公函、会议记录、市民呈文、钱粮收据、罪行调查清单、埋尸记录等等，其重要特点就是原始性、真实性和唯一性，是最为真实可信的第一手资料。
夏蓓：这次呢，全部是以原件的形式向社会公开，都可以看到当时原来的我们大屠杀档案里面的一些行文，一些记录的内容，真实的情况。
南京市档案局新闻发言人王菡也表示，这些档案资料来自当时不同组织不同团体的原始记录和报告，权威性不容置疑。
王菡：当时南京市政府有一个临时参议会，他搞了一个抗战损失调查。37年后、38年、39年底同时期的材料。还有一个是当年屠杀市民以后，我们南京的一些慈善团体，世界红卍字会南京分会、崇善堂民间的这种慈善机构他们掩埋尸体，埋掉以后它都有记录和报告，这个材料都是同时期的，也是最具有权威和最具有说服力了。
一张张泛黄的纸张，上面写满了当时惨遭迫害的南京市民向政府报告日军残暴罪行的血和泪。一张张收据，记载了大屠杀期间，幸存下来的民众接受各类钱粮救济的悲惨历史。这些跨越了七十多年保留下来的事务性档案，真实客观再现了侵华日军南京犯下的滔天罪行史实。除此之外，夏蓓还特别向记者介绍了一份尤为珍贵的档案--南京敌人罪行调查委员会在1946年提交的关于南京大屠杀案的调查报告，其中涉及日军在南京的屠杀、伤害、奸淫、抢夺、破坏、强制服役以及中岛、长谷川等29支日军部队的罪行，罪行的总数达29万多种。
夏蓓：这个报告书全面的揭露了日军在南京大屠杀期间，对南京的屠杀的暴行，包括烧杀掠抢，包括对南京自然生态和社会生态的破坏，对南京城市现代化进程阻碍的破坏，这些调查都制定了严格的调查程序，强化了调查的证据，都是有真实性和法律效力的。
王菡表示，公布相关史料也是对近期日本右翼势力妄图否定侵略历史行径的一次有力回击。
王菡：针对日本首相安倍等一些政要，还有日本广播学会NHK的会长，公然罔顾历史事实，否认南京大屠杀，我们对这个坚决予以回绝。从南京来讲、受害地的人民来讲，我们的感情是接受不了的。而且历史早已有了定论，而且档案有了记录，因为档案是历史的正式评定。让档案说话应该说是胜于雄辩，我们公布这个档案主要是回击日本右翼否认大屠杀的谬论。
为了让全世界的人民共同保存这一份珍贵的档案，共同铭记这一段重要的历史，南京市准备对"南京大屠杀史档案"进行申遗。而此次首次公开这份弥足珍贵的材料，也是为了有力推动"南京大屠杀史档案"申报世界记忆遗产。
这次申遗的对象，叫做世界记忆遗产，又称作"世界记忆工程"。联合国教科文组织于1992年启动该工程，作为世界文化遗产的延伸，记忆遗产工程的目的是抢救世界范围内正在逐渐老化、损毁、消失的文献记录，使人类的记忆更加完整。"南京大屠杀史档案"在2011年成功列入中国档案遗产文献之后，按照计划将申报"世界记忆遗产"。目前，这项工作刚刚起步，而此次公布的183卷珍贵的档案也正是为了更好的推动申遗相关工作的开展。将一个国家和民族的历史档案，上升为人类的整体记忆，此次申遗工作，可以说意义重大。目前，中国已有七项文献遗产入选了《世界记忆遗产名录》。而国外也有申请该遗该名录的记录。
王菡：世界记忆遗产已经申报成功的已经有几个，包括波兰的前纳粹德国的奥斯维辛集中营，这个已经是世界记忆遗产，第二个非洲塞内加尔的黑奴贸易码头。再有我们就是说日本它自己有一个广岛原爆遗址，广岛原子弹爆炸他申报的世界记忆遗产也成功了。也就是说世界记忆遗产里面既有正面也有一些反面。
但是王涵表示，申遗更深远的意义，在于铭记历史，珍爱和平。
王菡：南京大屠杀是人间悲剧，不仅是南京人的痛，更是地球村的悲。申报积极遗产也是为了，牢记那段历史，珍爱和平，不让历史悲剧重演。
