　　处理副队长撤职5人被解聘

　　15日，记者从青海省湟中县委宣传部等部门了解到，湟中县多巴镇城管打人事件处理结果公布。多巴镇党委书记、镇长被诫勉谈话；县城镇管理局城市监察队副大队长兼多巴镇城管中队队长梁增虎被给予党内警告、行政记过处分；多巴镇城管中队副队长阿远鹏被给予党内严重警告、行政撤职处分；参与打人的张永虎等5名城管临时聘用人员被解聘。

　　目前，湟中县相关部门已支付李发莲及其家人司法和解赔偿金7.4万元，李梅夫妇司法赔偿金13.5万元。

　　观点应该对打人者追责

　　对于打人者仅“负领导责任”的处理结果，不少网友认为不合理，觉得“太轻了！”

　　今天上午，中国社科院法学专家、北京市高级人民法院原副院长陈春龙教授在接受《法制晚报》记者采访时指出，政府部门进行赔偿外，还应该追究个人的责任。

　　对于政府的处理是否合理，陈春龙分析说，应付突发事件，一般是主要党政领导临时研究、参考过去的规定和例子做出的决定。对于党内处分和行政处分规定虽然有，但是都比较笼统。党纪政纪处分该如何规范化是值得讨论的问题。

　　“一般情况，打人致人受伤、孕妇流产，公安机关应介入调查。而城管在执法过程中对他人造成伤害，是属于行使公务执法，还是出于个人目的，具体过程要认真核实。如果情节比较严重、造成不可挽回后果的，可对施害者进行行政拘留。”陈春龙说。 文/记者王选辉
