据这名服务员介绍，他们向顾客提供的餐巾纸比较便宜，所以质量相对差一些。记者随后对邯郸市的近十家中高档餐厅进行了调查，发现他们一般都向顾客有偿销售餐巾纸，价格为一块钱或两块钱。记者在一家火锅店调查时发现，这里销售的餐巾纸表面光滑，也看不到洞眼，不过顾客擦嘴时轻轻一擦就破了一个大洞。
记者：纸质量真不好这餐巾纸。

在进一步的调查中记者发现，不少餐厅还向消费者免费提供卷筒纸。餐厅的服务员告诉我们，这种卷筒纸相对餐巾纸价格更便宜，一卷还不到一块钱。
记者：为什么用卷筒纸来作餐巾纸？
这个纸还用不起呢，还用餐巾纸啊。这纸都不卫生，你用那高级餐巾纸也是一样的。
这名服务员透露，这种卷筒纸卫生状况很差，质量肯定达不到餐巾纸的卫生标准。记者发现，这种卷筒纸轻轻一抖，就会出现一些白色粉尘。
记者对河北邯郸等地的十家餐厅进行了调查，结果发现超过一半的餐厅提供给顾客的餐巾纸存在纸质疏松、有洞眼和一擦嘴就破的问题。而在进一步的调查中我们了解到，这些餐厅使用的餐巾纸大部分是从当地的邯山街批发市场采购来的。这个批发市场有近十家商铺销售餐巾纸，销售的餐巾纸种类很多，价格也是有高有低，从5毛钱到3块钱不等。据这里的销售人员介绍，当地的餐厅一般购买的都是价格便宜的餐巾纸。同时她还透露，这些餐巾纸价格之所以便宜，其中一个重要原因是包装内餐巾纸的张数远远低于标识的数量。

记者：餐厅上你们这儿拿的多吗？

便宜的还是多，拿贵的还是少的，现在买卖都不好做不是。
记者：但卫生肯定没问题？
卫生。
记者：但我看怎么一抖都是灰呢？

调查至此记者发现，餐厅、批发市场销售的餐巾纸存在不少质量问题，包括纸质疏松、有白色粉尘等，有的甚至用厕用卫生纸来冒充餐巾纸。这些所谓的餐巾纸价格都比较便宜，属于“杂牌纸”。与此不同的是，在一些大型超市和商场里吗，销售的一般都是价格比较高的品牌纸。
在北京家乐福马连道店，一种标称为“银雅”牌的餐巾纸售价为18.5元，比普通的杂牌纸高出不少。这名销售人员一再强调他们的产品是高档的品牌纸，不会出现杂牌纸掉渣的问题。
记者：掉渣吗这个纸？
不掉渣，纸哪有掉渣的，纸都是高档的纸，一般的便宜都10块钱，这都上18块了。
记者随后又对北京等地的几家大型超市进行了调查，超市的销售人员也都声称品牌纸质量很有保证。
在北京物美超市华天店，这名销售员声称，高档的品牌纸和杂牌纸相比，纸张质量好，不可能出现掉渣的质量问题，更不会出现张数不够等缺斤少两的现象。
记者：抽数肯定够。
都够，因为这是国际产品属于是。咱们使这个纸，谁老数它，今天使一个，明天使第二个，谁老数它。很多人上你那抽去你也不知道，你可能200抽你用个100抽。
事实果真如此吗？记者随机选取了标称为“清风”牌200抽的盒装面巾纸，经过检验发现只有194抽。
记者在调查中还发现，除了超市，还有不少网络平台也在销售纸巾纸、卫生纸等纸制用品。一位网络商家宣称，自己销售的“双船”牌高级皱纹卫生纸是上海老品牌，是经过高温消毒的合格产品。

这个纸质量绝对好的，上海这边人家都知道的，都有卫生许可证。
记者：这个牌子卖的怎么样？
这个牌子挺好的呀，一天像我得卖个一、两百捆。
记者：一、两百捆是多少呀？

超市的销售人员和网络商家一再承诺自己所销售的纸巾纸、卫生纸等纸制用品是合格、优质的产品，那么这些纸质用品的质量是不是真的过关呢？北京市消费者协会的工作人员分别从北京的物美超市、家乐福超市、(卜蜂莲花超市、永辉超市、欧尚超市、)宜家家居等随机购买了30种纸巾纸和35种卫生纸样品，样品涉及北京、上海、(天津、河北、山东、江苏、湖南、四川、)福建、广东等十多个省市的几十家企业。
记者注意到，大部分产品都有生产企业的联系方式，而在与其中部分企业联系之后，我们得到了与在超市和网络调查类似的答案，几乎所有的企业都声称自己的产品都是合格的。

所有的产品都是要经过检测的，我们生产出来之后，他不可能说生产出来没有相关的机构检测直接卖了，这个都是有国家的机构，先去做一下检测才可以的，是属于合格的产品才能放到货架位置上出售的。
在消费者关心的是否掉渣、缺纸和卫生指标等项目上，企业也大都声称自己的产品值得信赖，一家企业的客服人员告诉记者，他们很少接到关于这类质量问题的投诉，而他认为这足以证明他们的产品质量。

因为这个都是经过高温消毒了的。这一两年没有人投诉说“京京”牌这个纸不好，我这块没有记录。
我们记者在调查的时候发现，不少餐厅使用的餐巾纸看起来不太卫生，但是北京市消协比较试验中抽样的纸巾样品的生产企业，却都表示它们生产的纸巾卫生安全状况是非常有保证的。那么，这次比较试验的结果到底怎么样，这些纸巾到底安不安全呢？继续来看记者的调查。
北京市消费者协会日前组织的纸制品比较试验主要涉及了我们生活中常用的纸巾纸，也就是我们通常所说的餐巾纸，和卫生纸，也就是我们常说的厕用卫生纸等。比较试验结果显示，30种纸巾纸样品有10种样品质量指标不符合国家标准要求，35个卫生纸样品中3个样品质量指标不符合国家标准要求。
其中也包括一再保证自己产品质量优秀的大品牌。不合格产品包括银雅、顺清柔、达意、波斯猫、小金人、IKEA、清风、小宝贝、羽飘、洁柔等多个知名品牌。而在我们此前调查中，一再被商家和企业声称全都是合格产品的银雅、清风、IKEA、京京、双船等品牌也在这次比较试验中的不合格之列。

30个样品的纸巾纸中有10个样品在卫生、质量方面不达标，主要表现在灰分超标，抗拉强度低，使用过程中容易易烂，影响产品的正常使用效果，样品包装标识数量缺失，与实际数量不符，菌落总数超标，35个卫生纸样品中有三个样品多项指标在卫生、质量方面存在问题，主要表现在样品的手感粗糙，洞眼，杂质，细菌总数超标。
据了解，此次比较试验是北京市消费者协会委托国家纸张质量监督检验中心依据相关国家标准对样品的技术指标、微生物指标和产品标识进行了测试。
纸巾纸和卫生纸在使用过程中与人体发生直接接触，微生物指标不合格，会影响使用者的身体健康，因此，在此次比较试验中，微生物指标是衡量纸巾纸和卫生纸产品质量合格与否最基本，最重要的因素。
检测结果显示，标称汕头市金平区飘合纸业有限公司生产的“波斯猫”牌金装抽取式面纸(中包)样品、标称北京中侨华信工贸有限公司授权保定市雅姿纸业有限公司生产的“京京”牌卫生纸样品和标称上海闵行朱行纸品加工厂监制太仓长顺纸业有限公司生产的“双船”牌皱纹卫生纸样品微生物指标不符合国家标准要求。而在我们此前调查中，企业一再保证自己产品卫生合格的“京京”牌也在这次比较试验中检出细菌菌落总数超标，微生物这一指标不符合国家标准要求。
此外，经检测“京京”和“双船”牌这两种卫生纸样品还在尘埃度这一指标上达不到国家标准要求，其中“双船”牌皱纹卫生纸样品是以废纸为原料生产。
另外，在这次比较试验中，还有3种纸巾纸样品内装量不符合国家标准要求，包装内产品的实际数量比包装标识的数量要少，损害消费者权益。不合格产品包括“清风”、“小宝贝”、“羽飘”等。其中，标称为“清风”的200抽盒装面巾纸就已经在记者之前的调查中发现了张数不够的问题。

内装量是产品包装内纸巾纸实际的数量，它通常以张数或者抽数来表示的，在我们这次比较试验过程中，有一种产品，产品明示为200抽，按国家标准要求不少于4抽，在实际检测结果发现少了14抽，不符合国家标准的要求。
此次比较试验还对纸巾纸的横向抗张指数和纵向湿抗张强度进行了测试。检测人员介绍，横向抗张指数是反映纸巾纸在干态时抗拉的强度，纸巾纸强度太低，则在使用过程中容易烂、不耐用，影响产品的正常使用效果。而纵向湿抗张强度则是反映纸巾纸在湿态下抗拉的强度，若纸巾纸湿强度太低，则在使用过程中容易烂、粘附皮肤。而在这次比较试验中，“波斯猫”、“小金人”、“IKEA”等品牌的样品纵向湿抗张强度指标不符合国家标准要求，而“顺清柔”和“达意”牌两种纸巾纸样品在横向抗张指数和纵向湿抗张强度两项指标均不符合国家标准要求。
另外，标称汕头市万安纸业有限公司生产的“银雅”牌(150)盒装200抽面巾纸灰分超标。
纸巾纸的主要原料是那个纸浆，纸浆的价格一般比较贵，像那个木浆的话一吨大概要几千块钱，而碳酸钙或者滑石粉这些矿物质一吨才几百块钱，如果在纸巾中，纸巾纸生产过程中加入大量的灰份，就会明显降低这个生产成本。纸巾纸中的灰分超标，在使用时容易掉粉掉毛，而且在使用中可能容易吸附在脸部，嘴唇等皮肤上面，影响产品的正常使用。
在这次比较试验中，30个纸巾纸样品中有5个样品未正确标识产品名称、执行标准；35个卫生纸样品中有9个样品未正确标注产品名称和质量等级。
综合北京消费者协会的比较试验结果专家认为，造成纸巾纸、卫生纸等纸制品不合格的主要原因就是生产企业为了减低成本，而忽视了更为重要的产品质量。
我们认为主要是企业为了降低生产成本，使用质量较差的原料进行生产，卫生把关不严，制造工艺水平不高，造成的，在这里呢我们也提醒消费者在购买生活用纸时，要查看产品的标识，包括生产日期，保质期，产品名称，执行标准，质量等级等，不要盲目追求白度，不是越白越好，建议消费者不要用卫生纸来擦手、擦嘴、擦脸，特别是小吃店提供的卫生纸应慎用。
目前，北京消费者协会已将检测结果向企业进行了通报，并将不合格产品情况移交工商部进行调查。
有破洞、容易烂、还会掉白渣，这样的餐巾纸你还敢用吗？而有些餐厅为了节省成本甚至用厕用纸冒充餐巾纸，这样的所谓餐巾纸可真够让人倒胃口的。而北京市消协的比较试验也证实，相当一部分纸巾存在卫生不达标等等安全隐患，可见纸巾的质量问题还真的是挺不乐观的。我们常说病从口入，餐巾纸的卫生安全状况的重要性不用再多说了，既然已经发现了问题，监管部门就应该及时处理，生产企业更应该认真反思认真解决问题，提升产品质量，保护消费者的健康安全。好，感谢收看《每周质量报告》，下周同一时间我们再见。
