预报达到重度污染就已启动预警措施
对于连日雾霾，有市民质疑，空气污染已经如此严重，为何有关部门还不启动治霾紧急预案。
对此，市环保局相关负责人对京华时报记者表示，当监测部门预报本市空气质量达到重度以上污染后，本市就已经启动了重污染蓝色预警的相关措施。
但是在《应急方案》中，这一级别预警，并无强制减排措施，仅是向公众提供健康防护提醒和建议性减排措施。应急方案启动后，市环保局将通过网络、电视等渠道发布信息，建议市民尽量减少出行和户外停留时间，建议中小学减少户外运动；组织市和区县相关部门加强执法监管，监督相关排污单位减少污染排放，同时向公众发出污染减排建议，尽量乘公交出行，减少车辆上路行驶。
对于一些市民提出为何没有根据实际空气质量提升预警等级时，该负责人表示，当时预报的情况确实没有达到更高一级的黄色预警的程度，后来由于元宵节当晚燃放烟花爆竹以及大气扩散条件不利，空气污染进一步加剧。因此，没能及时提高预警等级。这也说明今后监测部门要进一步提升监测预报的水平，从而准确发布预警等级。
北京市空气重污染应急预案
2013年10月16日，北京市委常委会通过《北京市空气重污染应急预案》。重污染分为4个预警响应级别，由轻到重顺序依次为四级蓝色、三级黄色、二级橙色、一级红色。《应急预案》规定，“橙色预警日”时，“停产”“停工”“停放”“停烧”，即部分工业企业停产、部分企业限产减少30％的污染物排放，部分土石方和建筑拆除工地停工，全市烟花爆竹停止燃放，露天烧烤停止经营。“红色预警日”还将增加“停车”“停课”，即机动车单双号限行，渣土、砂石等易扬尘的运输车辆停运，中小学和幼儿园停课，总称为“六停”。
此外，根据环保部《环境空气质量指数(AQI)技术规定》，AQI在201至300之间为重度污染，在300以上为严重污染。

◎蓝色预警，即预测未来1天出现“重度污染”。
◎黄色预警，即预测未来1天出现“严重污染”，或预测持续3天出现“重度污染”。
◎橙色预警，即预测未来持续3天交替出现“重度污染”或“严重污染”。
◎红色预警，即预测未来持续3天出现“严重污染”。
