　　对此，华春莹17日在记者会上表示，中方一贯高度重视核扩散风险及核材料安全问题对地区安全的潜在危害，对日本保有武器级核材料表示严重关切。

　　华春莹强调，日本作为《不扩散核武器条约》缔约国，应严格遵守核不扩散及核安全国际义务。国际原子能机构颁布的《钚材料管理导则》要求各国尽量做到核材料的供需平衡。

　　华春莹还指出，目前，日本在其境内大量存储核材料，包括武器级核材料，一是事关核材料的安全和核不扩散风险问题；二是供需严重失衡问题。国际原子能机构要求各国做到供需平衡，核材料只有供需平衡，和平利用核能才不会有隐患。

　　“日本在很长时间内没有将其存储的武器级核材料还给有关国家，这引发了国际社会的关切。中方对此也非常关切，希望日方就此做出说明。我们敦促日本以对国际安全负责任的态度，切实遵守核不扩散义务，尽快归还上述武器级核材料。我们也敦促日本，采取切实措施，向国际社会说明日本打算如何按照国际原子能机构的要求，尽早解决其境内的核材料供需严重失衡的问题。”
