　　减负令规定，小学一、二年级不留家庭作业，三、四年级家庭作业不得超过40分钟，五、六年级家庭作业不得超过1小时，初中学生家庭作业总量不超过1．5小时，切实保证学生充足的休息和睡眠时间。

　　“以考代教”是目前教育的突出问题，中小学生也深受其苦。天津最严减负令要求学校严格控制各学科测验次数，小学一至三年级不举行任何形式的统一考试；从四年级开始，除语文、数学、外语每学期可举行1次全校统一考试外，不得安排其他任何统考。每门课每学期测试不超过2次。

　　天津市教委中学处处长黄炎表示，他们将推行落实减负的“治本”之策，通过推进减少课程内容、降低教材难度、提升教师教学能力、推进义务教育现代化等项工作，靠做“减法”和“加法”，持之以恒提高教学质量，保证减负增效。
