LINE是来自韩国互联网集团NHN的手机通讯软件，该产品现在推出了名为“LINECall”的服务，用户可以用Android版的LINE拨打包括固话和手机在内的电话，而其通话资费远低于传统电信运营商的语音业务。
由于LINE公布了中国区的服务资费，所以人们猜测LINECall可能很快会进入中国市场。不过熟悉国内电信管理规定的人都知道，LINECall所使用的VoIP网络电话技术在国内的使用是受限的。
中国移动互联网产业联盟秘书长李易告诉记者，国内电信业务管理规定中对于VoIP的限制一直没有放开，非基础运营商是不允许使用这种技术向用户提供网络电话服务的。这也是为什么腾讯的微信现在虽然拥有如此多的功能，但在语音通话上却只能像对讲机一样，你一句我一句地对答，而不能像电话一样连贯地通话。LINECall要想进入国内市场，也同样面临这一问题。
不过李易认为，LINECall也有机会通过一些变通方式落地。例如像微信一样，用网络对讲机这种打擦边球的方式规避政策限制；或者是利用上海自贸区这样的机会在一定范围内以试点的方式推出。
