固网时代的代理运营商是这么做的

不能把虚拟运营商和传统固定宽带的代理运营商混为一谈。在固网时代，工业与信息化部并没有真正开放牌照。长城宽带、方正宽带等宽带代理商和移动互联网时代的虚拟运营商不是一个概念。随着牌照发放，将来宽带代理商的资质有可能转正为虚拟运营商。

在固网时代，宽带运营商的资费相对较为低廉是建立在以太网结构上，而基础运营商使用的则是传统的ADSL结构，现在逐步过渡到光纤接入和ADSL。这两者在技术上是有区别的，ADSL是专用网络，运营商标的带宽是10M那就是10M；而以太网结构则是共享网络，运营商标的是10M则有可能是很多用户在同时享受。在上网的低谷期你使用的网速峰值可能可以达到10M，但上网高峰期的网速就会下降很多。

当然，目前外界对宽带代理运营商所谓“假宽带”的指责也不完全准确，因为这些运营商提供的理论峰值的确能够达到签约时所宣布的速度，只是他们利用了峰值和均值的差值来赚取利润。

所以，不能说代理运营商的价格就比基础运营商便宜，两者的维度不一致。

虚拟运营商的新玩法

目前获得牌照的移动虚拟运营商没有自己的网络。在价格方面，移动虚拟运营商完全可以推出更有竞争力的资费套餐。因为多数虚拟运营商并没有打算从通信业务中获得利润，而是借助虚拟运营商业务获得忠实用户，并推出相应的增值服务，完善发展其原来的业务。

比如一些零售物流企业发展虚拟运营商业务的目的就是将用户捆绑到主业中来，所以他们完全可以在虚拟运营商上推出比基础运营商的资费低很多的价格。

虚拟运营商的影响

从宏观上看，国家开放虚拟运营商并非完全是出于用户需求。从国外的实践看，真正成功的虚拟运营商极少。因此，不能期望虚拟运营商的运营能够全面颠覆现有的电信运营格局。

1）虚拟运营商需要使用全新的号段和号码，这又缩小了其用户规模扩大的可能性。从过去几年携号转网的实践来看，三大运营商之间的携号转网并不理想，包括对运营商和用户的好处都没有真正体现出来。

2）虚拟运营商的资费的确会推出一些有竞争力的资费套餐，满足一部分用户的需求，这会触动基础运营商调整自己的资费政策。

3）从根本上来说，我国的电信运营商已经逐步告别了暴利时代，留给虚拟运营商在资费套餐方面腾挪发挥的空间并不大。
