　　19日，广州市教育局联合卫生局联合下发了《关于开展幼儿园健康服务管理工作排查的通知》(以下简称《通知》)，当中给出了排查的时间表和排查项目。从今日开始，广州市以此为排查指引，对全市1600多所公办和民办幼儿园进行拉网式检查。

　　排查什么内容呢？《通知》中明确规定，要排查幼儿园是否有《办学许可证》、《民办非企业法人登记证》(民办幼儿园须具备)、《收费许可证》、《组织机构代码证》、《餐饮服务许可证》、《卫生保健合格意见书》，并在有效期内托幼机构用药安全管理(包括代喂药管理、集体预防性服药管理、保健室药物管理)是否符合要求。

　　幼儿园有无开展群体服药，包括处方药、非处方药和凉茶等也在排查范围内。《通知》强调，组织群体服药要做到“五个必须”，即必须事先经医疗卫生专家论证，必须经县级以上卫生计生行政部门商同级教育行政部门同意并制订详细的防治方案，必须坚持学生和家长知情同意、自愿参加的原则，必须有卫生技术人员进行现场指导，必须向证照俱全的正规医药生产、经营企业购买药品，这“五个必须”有没有都必须说清楚。

　　此外，幼儿园是否未取得《医疗机构执业许可证》擅自设立卫生室进行诊疗活动，托幼机构卫生保健人员配备人数、资质是否符合标准；是否落实园长和幼儿园保健人员安全卫生管理专项培训，卫生保健人员上岗前是否接受过当地妇幼保健机构组织的卫生保健专业知识培训并考核合格，取得卫生部门认可的培训证书等，这些方面都必须排查清楚。

　　《通知》指出，各区(县级市)排查时间为3月20日至4月10日；市级督查时间为4月7日至4月11日。《通知》还规定，各区(县级市)教育局、卫生局要高度重视此次排查工作，立即行动，统筹安排，不得漏查，不走过场，务求取得实效。要通过此次排查，加强对幼儿园举办者及幼儿园园长的制度管理，督促各类幼儿园健全和完善安全卫生管理工作制度。
