如果加上上述社工、协管员，八宝山街道实有人员应为313人，2014年人均工资福利支出应为6.64万元；金顶街街道实有人员应为319人，2014年人均工资福利支出应为6.74万元。
石景山一部门预算公布“临时工”
对此，专家认为，造成“误读”的原因和责任，是预算报告编制本身没有做到全面规范。在部门预算公开的过程中，对于政府聘用的所有人员数量和涉及的工资福利数额，都应当如实公布。
截至前日，北京已有13个区县陆续公开了2014年的预算报告。其中，石景山区多个部门、街道按照统一的格式，在预算说明中公布了部门基本情况，包括行政编、事业编及在职人数等信息；同时在基本支出预算说明中，专门列示了工资福利支出情况。
记者看到，实际上，石景山区也有部分单位主动公布了“临时工”人数。比如，石景山区红十字会即在预算说明中称，该部门“实有人数12人：在职11人，临时工1人”。
同时，近日市级部门预算公开中，多个部门亦未回避“临时工”数量。统计显示，48个市级部门聘“临时工”超过了2万人。
按照财政部此前明确的工资福利支出列示规定，凡预算单位支付给在职职工、编制外长期聘用人员的劳动报酬，如基本工资，额外劳动报酬(岗位津贴、加班工资)等，应归入工资福利支出。凡预算单位支付给临时聘用人员的劳务费用，如钟点工工资、专家咨询费等，都应作为外购劳务费用，列入商品和服务支出。
政府聘用人数是否应全公开？
北京大学法学院副院长王锡锌表示，随着政府用人制度的改革发展，很多政府部门都聘用了“临时工”，即签订劳动合同的人员。他指出，随着聘用制的推广，政府部门如果对于聘用人员的数量、岗位不予公开，将难以受到公众监督和法律约束。
他说，按照目前相关法规，政府部门在预算公开中未公布临时工聘用情况，很难被定义为“违法违规”。但是，按照政府部门收支两条线的要求，这些“临时工”在聘用过程中动用的是公共资源，“花钱”也是依靠财政支持，从规范的意义上来说，理应在财政预算中有所反映。同时，基于公众对政府监督的有效性，应该公开“临时工”聘用的情况以及工资福利支出的数额。
预算公开如何避免被误读？
作为长期关注预算公开的专家，湖北省统计局副局长叶青昨天表示，已关注到北京近期政府部门预算公开的情况。他认为，同时公布在职人员数量及工资福利支出，从而能够计算出“人均工资福利”，这个做法本身“非常好”。
对于“街道办人均工资福利21万”事件，叶青指出，政府部门作为公开的主体，若没有公布实际人数的完整信息，比如除了行政在编人员职位，事业在编人员有多少人，临时聘用的工作人员有多少人等，“一方面会导致公众的误解，另一方面也使得工资福利支出的数字失去了意义。”
“政府花的钱哪些是养人的，哪些是办事的，养了多少人，办了多少事，应该是能够计算的。”叶青认为，预算公开一定要做到口径一致，才能便于公众监督，避免误解。
