《意见》指出，要坚持用习主席一系列重要指示统一思想，切实增强抓实战化训练的使命感紧迫感，充分认清加强实战化训练的重大意义，深刻认识实战化训练的标准要求，努力营造大抓实战化训练的浓厚氛围，进一步推动部队训练向实战靠拢、院校教育向部队靠拢，把我军实战化训练提高到一个新水平。
《意见》鲜明提出实战化训练的指导思想和原则，强调要坚持以新时期军事战略方针为统揽，以军事斗争准备为龙头，牢固确立战斗力标准，强化实战化训练理念，创新实战化训练模式，完善实战化训练机制，加强实战化训练实践，全面提高信息化条件下威慑和实战能力。要强化使命任务牵引，依据使命任务确定军事能力，根据军事能力设计训练目标，按照训练目标规划训练发展。要遵循现代战争制胜机理，通过训练设计打仗、研练打仗、学会打仗，增强训练的前瞻性、科学性和实效性。要坚持改革创新，强化问题倒逼意识，针对作战能力短板和训练薄弱环节创新训练内容、方法、管理、保障和体制机制。要贯彻真难严实要求，从实战需要出发从难从严训练，大力转变训练作风，使训练最大限度贴近实战。要树立正确安全观，把严格训练、提高训练实战化水平和保证训练安全统一起来，坚决克服以牺牲战斗力为代价消极保安全，严格训练、科学训练、安全训练。
