　　经查，2013年12月20日，永昌镇镇长王斌元(另案处理)通知程熙到其办公室，将某锅炉公司老板送给他的2万元现金交给程熙，要求程熙出具收条。程熙给王斌元出具了收条，签署了自己的姓名，加盖了永昌镇纪委的印章，并按王斌元的要求，将收款时间提前到了2013年12月3日。程熙于2013年12月25日以永昌镇纪委名义将该款交到了凉州区廉政账户上。王斌元在检察机关调查其涉嫌受贿问题取保候审后，拿出该虚假证明翻供并上访，干扰了办案工作的进行。

　　武威市纪委给予程熙党内警告处分并在全市通报，要求各级纪检监察干部深刻汲取教训，牢固树立“打铁还需自身硬”、“信任不能代替监督”的理念，带头纠正“四风”，对自己严格要求、严格监督、严格管理，切实提高纪检监察干部的能力和水平，用铁的纪律打造纪检监察队伍。
