　　服药必须让学生和家长知情自愿

　　据了解，在广州，目前有约1600所幼儿园，其中民办园占了约七成。幼儿园的健康服务工作历来备受关注，为防止“集体喂药”事件在广州发生，通知强调，任何单位或个人不得擅自或越权组织幼儿群体服药。

　　按照部署，广州本次的排查工作先由区县“自查”，再进行市级督查。其中，各区(县级市)排查时间为3月20日至4月10日；市级督查时间为4月7日至4月11日。

　　笔者从排查表中看到，排查的项目主要有八项。首先需要排查幼儿园的办学资质，包括是否有《办学许可证》、《民办非企业法人登记证》(民办幼儿园须具备)、《收费许可证》、《组织机构代码证》、《餐饮服务许可证》、《卫生保健合格意见书》，并是否在有效期内。

　　此外，需排查托幼机构的用药安全管理。包括代喂药管理、集体预防性服药管理、保健室药物管理等是否符合要求。组织群体服药是否做到“五个必须”：即必须事先经医疗卫生专家论证，必须经县级以上卫生计生行政部门商同级教育行政部门同意并制订详细的防治方案，必须坚持学生和家长知情同意、自愿参加的原则，必须有卫生技术人员进行现场指导，必须向证照俱全的正规医药生产、经营企业购买药品。

　　值得关注的是，在“有无开展群体服药”一栏，排查的内容除了要确定是否服用处方药、非处方药外，还要排查是否群体服用凉茶。

　　对于幼儿园的医疗设备，须查是否未取得《医疗机构执业许可证》擅自设立卫生室，进行诊疗活动；托幼机构卫生保健人员配备人数、资质是否符合标准；是否落实园长和幼儿园保健人员安全卫生管理专项培训；以及卫生保健人员上岗前是否接受过当地妇幼保健机构组织的卫生保健专业知识培训并考核合格，取得卫生部门认可的培训证书。

　　通知要求，各区(县级市)教育局、卫生局要高度重视此次排查工作，立即行动，统筹安排，不得漏查，不走过场。记者看到，每个排查表都必须有园长签名，各幼儿园还要及时将加盖公章的排查表分别报送教育主管部门及所辖妇幼保健机构。

　　家长建议在幼儿园加装监控设备

　　事实上，尽管“集体喂药”事件并非发生在本地，但不少家长都忧心忡忡，称园方有没有给孩子喂药他们难以监控。“以往为了增强体质，幼儿园有给孩子们喝凉茶，但其他药物有没有喂吃我们做家长的真的不知道。”家长麦女士最担心的是，一些“黑心”的民办园可能跟药物机构有联系，让孩子们“试药”。

　　“但不是每所幼儿园都会自觉跟家长沟通，我认为还是应采取一些硬性手段，例如在幼儿园内加装监控设备等，让家长有监控的渠道。”家长马先生建议，除了需要对幼儿园的托管进行监控外，还可以成立家长义工队，由家长到幼儿园轮岗，“不仅能替老师分担工作，也能起到很好的监督作用。”

　　此外，有家长建议，教育部门应出台相应的管理办法，要求每所幼儿园将每天给幼儿食用的所有材料、时间、次数等在网上和幼儿园公告栏公布，接受社会监督。

　　有幼儿园表示严格执行文件规定

　　而受访的幼儿园负责人均称，从来不允许老师私自给学生喂服药品。至于会否给孩子喝凉茶，有幼儿园坦承，偶尔会喝一两次，但不会多。每次都会在群里向家长汇报，如果有家长不同意的，就不会强行给孩子喝。

　　那么，假如孩子生病了需要幼儿园喂药怎么办？“我们有非常严格的规定，如果小孩子生病要幼儿园喂药，校医需要家长提供处方，非处方药即使家长要求，幼儿园也一定不会喂。”广州市瑞兴纸行幼儿总监梁艳清告诉笔者，事实上，在用药问题上，幼儿园是严格执行广东省下发的幼儿院保健工作纲要等文件的，对于用药有明确的流程。

　　具体而言，除了有校医专门鉴别是否处方药能否给孩子喂之外，在喂药时，校医需要登记药名、剂量、服药时间、喂药间隔和其他注意事项等，近年来还特别要求校医登记家长送来的药水的毫升数，以防止家长误会幼儿园多喂或少喂孩子吃药。为防出错，校医喂药前，带班老师还会作为第三方进行核对。整个流程，家长在孩子入园时收到的通知书上已写明，而当孩子病了需要家长喂药时，老师会把一张《药品接收登记单》放在小朋友的书包里，让家长按照登记单上的项目填写，以确保万无一失。

　　家长程小姐则向笔者介绍了儿子所读的幼儿园的做法：“如果有小孩生病了，家长会带药到幼儿园，交给校医，然后做登记，并写清楚是饭前、饭后还是睡前吃。到吃药的时间，校医就将药拿给班主任，或者让小孩直接到校医处去吃。”在她看来，到校医处登记的方式让家长们都比较放心。
