　　 网传“耗资数百万”纪念馆陷“荒废”状态

　　网民在汕尾市民网上的发帖称，这个工程总造价708万元、2009年底完工的海丰县革命烈士纪念馆暨海丰革命斗争史纪念馆（以下简称“纪念馆”）至今仍未对外开放，希望相关部门及时向社会公布其荒废原因。

　　记者在海丰采访发现，网帖提及的纪念馆位于海丰县烈士陵园西南角，地处海丰县中心城区，白天门外车水马龙，附近有不少市民来锻炼、唱歌。纪念馆是一栋白墙黄瓦的两层建筑，中间有一个天井，从外表看整体土建已经完成，门窗齐备，甚至配有消防管道，只是玻璃大门紧锁，里面的天井有不少积水和污泥。

　　多位周边群众告诉记者，这座纪念馆建成至少已有两三年，但从未见它开过门，让人感觉投资建馆十分浪费。当地居民陈先生说，他经常从这里路过，知道这是烈士陵园里的建筑，但从未见到有人进去过，也不知道具体是什么用途。

　　“不知道这个建筑建来干什么，两三年不开门，里面什么设施都没有，这个钱投来干什么？”经常带儿孙来烈士陵园转悠的杨先生告诉记者：“对外不开放、门整天锁着，花那么多钱建这个房子有什么用？真是浪费。”

　　建成三年 仍未布展原因何在？

　　这座纪念馆究竟建成多久、耗资几何？网帖所说是否属实？记者带着疑惑询问海丰县有关部门。

　　据海丰县烈士陵园管理处负责人高辉生介绍，纪念馆总建筑面积约2200多平方米，于2009年2月建设立项，当年10月10日正式动工，2011年2月完工并通过验收，但至今仍未开启布展陈列工作，所以三年来无法向社会开放。

　　当地民政部门向记者解释说，三年前完成的是纪念馆土建工程，布展工程是另外一个项目，由于布展涉及史料验证、文物收集和方案设计等多项工作，为求真实生动展现革命烈士斗争历史，各项工作进展缓慢，至今也未启动布展建设招投标工作。

　　海丰县民政局副局长彭小辉同时否认了纪念馆耗资超过700万元的说法：“纪念馆土建工程是烈士陵园整个装修工程的一部分，这整个工程还包括烈士陵园广场、烈士墓、纪念碑、广场、亭阁等的修缮，花费资金719万元，建纪念馆大概是花了三、四百万元。”

　　“之前纪念馆的建设工作主要由烈士陵园管理处具体负责，但因为管理处前任领导在任上病故，对布展工作造成客观影响。”海丰县民政局一位工作人员说，收集文物和核对史料非常繁琐艰难，不少资料需要反复请教老同志，“这句话这样写行不行？对某个烈士的评价对不对？这些问题不能马虎，一个说法要征求好多人的意见。”

　　一位参与纪念馆史料撰写的专业人士告诉记者，搜集撰写革命烈士的资料需要慎重比较、反复甄别，不光要爬山涉水去实地考察过去的革命根据地，而且要去很多地区采访、寻找革命烈士后人以获取更多资料，最后还需要简明、扼要、生动撰写相关说明，“而且这不是我们的本职工作，只能加班加点进行，这些工作都得逐步推进，不是一两年可以完成的。”

　　 资金短缺 何时结束“烂尾”？

　　史料验证、文物收集、方案设计……这些耗时费力的工作固然是纪念馆迟迟不能布展立项的原因，但记者和当地部分干部深入交流后发现，上级部门重视不足、建设资金长期短缺恐怕才是纪念馆“烂尾”的关键原因。

　　“按照目前大概的估算，纪念馆内部装修、外部雕塑、布展陈列加起来估计还得花500万元。”彭小辉告诉记者，日前民政局已请一家广州公司制作布展设计方案，民政部门正准备打报告正式立项。

　　海丰县一位四十多岁的干部说，当地属于欠发达地区，财政十分紧张，几百万元投入不是小事，所以几年来迟迟都没法掏出这笔钱完成纪念馆建设。

　　实际上，海丰县民政部门向记者列举的史料验证、文物收集、方案设计等工作，已经需要投入不少资金支持。一位参与过文物收集工作的干部抱怨说，一些烈士后人对这项工作不够支持，见到政府工作人员去收集烈士遗物，一开口就“成千上万”地要价，没有足够的资金很难做好这件工作。

　　海丰县政协文史委员陈宝荣认为，要解决纪念馆荒废问题，关键是上级部门重视支持，尽快推动资金到位，“希望纪念馆能尽快建好、尽快布展、尽快开放，给年轻人提供质量更高的爱国主义教育环境。”

　　彭小辉说，民政部门将继续争取上级支持，多方面筹集资金，尽快确定布展方案，开展立项和招投标工作，避免纪念馆“烂尾”。（完）
