《第一财经日报》记者观察到，目前的海上搜救采用的是多国协作、“区域包干”、局部牵头的模式。
与此同时，马来西亚代理交通部长希山慕丁在昨天的例行新闻发布会上说，马来西亚将派一个高级别工作组前往北京，处理失联的马航MH370航班有关事宜。

各国力量：分片搜寻避免重叠
根据最新部署的第二阶段搜寻任务，中方11艘舰船正按计划赶赴任务海区。昨天清晨，交通运输部所属“海巡01”轮在新加坡港完成补给后开赴巽他海峡，预计21日上午可以抵达搜寻海域。
相对于多国搜救队伍覆盖的“南北走廊”，中方船舰进一步缩小了范围——在孟加拉湾、印度尼西亚以西海域建立南北两个搜寻区。其中，南部搜寻区面积约18万平方公里，由“海巡01”、“南海救101”、海军“998”舰、“171”舰、“886”舰等组成南下编队，经巽他海峡进入印度洋指定区域搜寻；北路编队由四艘舰船组成，出马六甲海峡进入孟加拉湾指定区域，搜索区面积约12万平方公里。
新华社援引中国海上搜救中心人士的话称，划定南北两个新的搜寻区域，主要是考虑到马方3月15日公布了失联飞机可能飞往的南北两个走廊。根据已掌握的信息，其他国家已对马六甲海峡、安达曼海进行了搜寻，澳大利亚派飞机对科科斯群岛和圣诞岛进行了搜寻，为减少搜救重叠，提高搜寻效率，因此中国海上搜救中心决定我方舰船在苏门答腊岛附近搜寻。

美国海军第七舰队17日晚证实，美军“基德”号导弹驱逐舰已决定撤出对失联客机的搜寻工作，下阶段以搜寻面积更广的美军海上巡逻机为主力继续参与搜寻。美国国防部18日说，美海军已重新派遣海上巡逻机参与对印度洋南部走廊的搜寻。
跨国协调：公约可循合理配合
“马来并没有放弃调查主导权。”上述交通运输部人士告诉《第一财经日报》记者，根据相关协议，调查结果应由组织调查的国家发布，任何参与事故调查的国家均不得发布事故及事故调查进展信息，除非组织事故调查的国家已经发布。

中国国务院2006年颁布的《国家海上搜救应急预案》构建了中国海上搜救的层次。其中明确，海上应急救助力量包括各级政府部门投资建设的专业救助力量和军队、武警救助力量，政府部门所属公务救助力量，其他可投入救助行动的民用船舶与航空器，企事业单位、社会团体、个人等社会人力和物力资源。
上述交通运输部人士称，海上搜救工作的首要准则是“政府领导，社会参与，依法规范”。
由于海上搜救具有公益性，通常情况下这笔资金由政府财政负担，不同国家的不同实际情况决定了该国的搜救力度和持续时间。上述“应急预案”明确，应急资金保障由各级财政部门纳入财政预算，按照分级负担的原则，合理承担应由政府承担的应急保障资金。
“由于复杂的因素，加之很多国家并没有加入国际海上搜救公约，这个搜救机制并不完善。但从目前的情况来看，我们已经动用了最强的海上搜救力量，绝不放过一丝希望。”上述交通运输部人士称。
