南方日报讯 （记者/李斌）昨天，市规土委（海洋局）网站出现转发自国家海洋局南海分局的一则公告——中石油深圳LNG应急调峰站项目拟填海造地约39.7公顷，鉴于该工程建设填海造地将改变海洋属性，对周边海域功能区使用、海域生态环境、渔业环境造成一定的影响，因此拟于近期在深圳召开听证会。
公告称，中石油深圳LNG应急调峰站项目位于深圳大鹏湾东北岸迭福片区，陆域资源有限，因此该工程拟填海造地约39.7公顷。而工程建设填海造地将改变海洋属性，对周边海域功能区使用、海域生态环境、渔业环境造成一定的影响，同时，项目存在LNG泄漏、溢油等导致的环境风险。
公告中还提到，中国石油天然气集团公司向国家海洋局申请核准《中石油深圳LNG应急调峰站项目海洋环境影响报告书》，根据《中华人民共和国防治海洋工程建设项目污染损害海洋环境管理条例》中关于“围填海工程必须举行听证会”的要求，受国家海洋局委托，该局将于近期在广东省深圳市组织召开“中石油深圳LNG应急调峰站项目海洋环境影响评价听证会”。
据了解，中石油深圳LNG应急调峰站项目由深圳LNG项目经理部负责建设运营管理，项目由接收站、码头两部分构成。其中，码头工程将建设一个可靠泊舱容量介于8万m3—26.7万m3的LNG船的专用卸船泊位。接收站工程场地面积约35公顷，建设规模为300万吨/年。项目用海单元包括LNG接收站、厂区护岸、LNG码头与港池、工作船码头与港池、取、排水口和冷排水混合区。中石油深圳LNG应急调峰站项目是西气东输二线的重要配套工程，统筹解决西气东输二线东段天然气应急调峰和香港、广东地区天然气供应，对实现陆上管道气和进口液化气资源互补，保障西气东输二线东段工期安全，提高粤港地区能源供应，优化粤港地区能源结构都有积极而深远的影响。
