“以工作要求来论，县处级领导是不应该设置专职秘书的，这主要是因部分官员的攀比心和所谓的面子在作祟。”西南政法大学政治学教授王安白认为，领导专职秘书的设置造成了政府部门机构的臃肿，会导致政府的超编。因秘书的存在，一些领导可能会产生惰性，不少工作让秘书代办，甚至个人私事也交给秘书去做，这不仅助长了部分领导干部的官僚气息，也在群众心目中造成了不好的影响。更有甚者，一些领导将出门有秘书陪伴当做时尚，“没有秘书就感觉没有面子。”
王安白说，一些县处级领导随意配备秘书是严重脱离群众的行为，领导干部和人民群众的鱼水之情，被这种不正常的官僚之风严重破坏，形成了一条泾渭分明的界线。如这一现象得不到及时解决，恐会影响群众对党和政府部门的满意度。作为一个县级市，曲阜能够从自身找问题，并果断取消了市级领导秘书的配备，体现了政府部门领导改革和求变的决心，这种做法值得推广。
