  王江平表示,此次贵州国资改革遵循两个目标,增强企业活力,提升企业带动力。


  这两个目标指向贵州当前存在两大主要矛盾:省属国有企业多集中于消费品领域,而市场主体总量小、结构单一。据统计,贵州现有136万户市场主体,其中80.6%是工商个体户,不到20%的市场主体是企业。


  王江平还论及贵州国资改革的底线——保护职工权益,以及三个关键问题——改革成本哪里来、职工到哪里去、社会职能怎么移交?


  对于改革成本,《计划》中明确将多渠道筹措改革资金,其中,国有资本收益按保障和改善民生、国有企业改革改制、产业转型升级各三分之一安排支出,省财政厅2014年从一般预算中安排5亿元资金用于监督企业改革改制工作。


  而“国有资本如果退出,职工到哪里去是一个很重要的问题,”王江平称,“不能完全推到社会上去,要让职工有选择,要让职工的权益有保障,这些是需要详细的研究的。”

  民企的态度
