1953年7月出生的时小雨是江苏苏州人，福建林学院(现福建农林大学)毕业，大学学历。曾任福建省建委主任助理、城建处处长；省建设厅党组成员、建筑业处处长；莆田市人民政府副市长等职，2006年10月后任福州市人民政府副市长。
担任福州副市长期间，时小雨主要分管城乡规划、城市建设、市政公共事业、城市管理、房产管理、城市园林绿化、城市轨道交通建设等领域，在任职后期还一度兼任福州地铁公司董事长。至2012年1月，福州市选举产生新一届政府领导班子，当时已近59岁的时小雨不再担任副市长职务。2013年5月，已满60岁的时小雨被免去福州市城市地铁有限责任公司董事长职务。
“他到福州后主要分管城建，这几年也是福州城市建设大发展的时期。”当地一位消息人士告诉《第一财经日报》，在差不多一个月前，纪检部门已经将时小雨违纪一事通报给福州市层面，他的秘书在更早之前就已经被调查，所以时小雨被查已有一段时间。
该人士说，尽管时小雨在所分管的领域感觉都很低调，但这两年一直都有他的一些“涉事”传闻，“一段一段的”，尤其是在他卸任副市长前后。当地的消息称其落马主要是与福州三环路的绿化工程建设有关。
为了迎接2015年在福州举办的第八届全国城市运动会，福州这几年在城市建设方面进行大规模的投入。福州三环路绿化景观提升工程就是其中的一个重要工程。该项目全线长50公里，将在三环路全线两侧宽各15米至30米范围内进行绿化。整个项目涉及晋安、鼓楼、仓山、马尾、闽侯四区一县，是福州市园林局迄今为止建设的最大的绿化项目。
资料显示，三环路绿化景观提升工程分两期实施，一、二期新增绿化总面积约200万平方米，其中一期工程为空地和拆建部分，将新增绿地面积70万平方米，此外还要对12个互通景观区原有绿化景观进行提升。一期将分为8个标段进行施工，6月完工，计划总投资1.3亿元。二期分成5个标段，工程总投资约3亿元。两期相加总投资达4.3亿元。整个项目在2015年城运会举办前完工。
时小雨也是近两年来福州市第二个落马的原副市长。2012年4月，曾任职福州市副市长达10年的杨爱金因涉嫌违纪被“双规”。2013年底，杨爱金因收受贿赂800多万元，被莆田市中级人民法院一审判决有期徒刑15年，并没收人民币200万元。 来源：第一财经日报
