作为世界核大国和全球最大的发展中国家，中国坚决防范核恐怖主义等危及核材料与核设施安全的行为与事件，并以负责任的态度，严格履行核安全国际义务。
一直以来，中国不断完善法律框架、加强保障能力，提升自我核安全水平，另外，还积极提供先进技术、促进国际合作交流，在国际核安全建设能力方面发挥了积极作用。
目前，中国已经建设了一个核安全示范中心，以进行核安保技术示范及培训其他国家技术人员。中国已经具备研究堆低浓化技术，并愿意向有需要的国家输出。
另外，中国不断提高核材料与核设施的安保级别，特别是在日本福岛核泄漏事故后，中国的核设施增强了防冲击等安全措施。
同时，中国在防范与打击核恐怖主义方面已经付诸实践，而不仅仅是理论的研究展示。
“这些都显示了中国维护世界核安全的责任与担当。”曲星说。
