  Nuclear security, nuclear safety is a different concept


Q: what is the theme of this Summit?


Wang Yiren: the theme of this Summit, like the two previous nuclear security (Nuclear Security). Q: what is the difference between nuclear safety and security?

  China's nuclear security record


Q: what is the status of the nuclear security?


Wang Yiren: the Chinese Government has always attached great importance to nuclear security. Ever since the 50 's of the last century, and formulated a series of regulations and standards in China, gradually building up a set of effective management system, maintain a good security record.


My Government's licensing of nuclear materials management, the establishment of a system of accounting for and control of nuclear materials. According to the nature and quantity, is divided into different categories, respectively, production, storage, use, transport and other aspects of physical protection requirements.   Construction of the Asia-Pacific region's largest security technology center in Beijing


In April 2010, the two heads of State reached consensus on the first nuclear security summit decided to establish Sino-US nuclear security demonstration centers in China.


Center in December 2013, Mayor Yang in Beijing Science Park started construction, is proceeding smoothly and is expected at the end of 2015 was completed and put into use. Q: Sino-US nuclear security demonstration centers after the completion of the feature and how?


Wang Yiren: demonstration centers will be built to be Asia Pacific's largest and most complete equipment and most advanced security exchanges and training centres. Major function is to carry out nuclear security, nuclear materials control, import and export management for international exchanges and cooperation, education and training, analysis and testing, advanced technology demonstration.

  China's nuclear power development is vast


Q: the next few years, how will the overall development of China's nuclear power?


Wang Yiren: at present, China's nuclear power units in operation of 17 sets of nuclear power units under construction of 31 units. By 2020, China's operational nuclear power units will be closer to 60 units. In 2020, China's nuclear power installed capacity is expected to reach 58 million-kilowatt, running nuclear power unit plus nuclear power units under construction will be ranked second in the world.


At present, nuclear power accounts for about 14% in the global power structure, and the proportion of nuclear power in our country is 2%, is still low. From the perspective of overall energy structure in China, coal ratio will decline in the future, nuclear power, solar power and wind power will gradually increase.


Q: how the international market reaction to China's nuclear power construction project?


Wang Yiren: our nuclear power projects under construction on both efficiency and cost control in the world. International market is interested in nuclear power projects in China. Nearly a dozen years, China is building nuclear power projects in the world's most populous nation, has accumulated abundant project experience, maintaining a strong nuclear safety record.

  3月24日至25日,第三届全球核安全峰会在荷兰海牙召开,世界的目光再次聚焦核能的安全、和平利用。随着我国核能利用的迅速发展,核安保及核安全的重要性日益突显。


  国防科工局副局长、国家原子能机构副主任王毅韧24日接受新华社记者专访,介绍我国核安保事业和核电发展的相关情况。


  核安保、核安全是不同概念


  问:本届峰会的主题是什么?


  王毅韧:本届峰会的主题与前两届一样是核安保(Nuclear Security)。核安保(Nuclear Security)一般指在核材料使用、储存和运输过程中,对盗窃、蓄意破坏、未经授权获取、非法转让等恶意行为采取的预防、探测和响应措施。


  问:核安全和核安保有何区别?


  王毅韧:通俗来说,核安全主要是防范因核设施自身缺陷、错误操作或自然灾害等引发的核事故。核安保主要是防范核材料与核设施遭受蓄意破坏、核材料失窃,以及核恐怖事件的发生,其本质是防范人的恶意行为。


  中国核安保记录良好


  问:我国的核安保现状如何?


  王毅韧:我国政府一贯高度重视核安保工作。自上世纪五十年代以来,我国制定了一系列法规标准,逐步形成了一套行之有效的管理体系,保持了良好的核安保记录。


  我国政府对核材料实施许可管理,建立了核材料衡算与控制制度。根据性质和数量,划分为不同类别,分别规定生产、储存、使用、运输等方面的实物保护要求。同时,我国对核设施实行等级保护和分区管理。根据重要程度和纵深防御原则,将核设施划分为控制区、保护区和要害区,分别配置了不同的技术防范手段,采取相应的保护措施。实物保护系统与核设施同时设计、同时建造、同时运行。


  应对核安保领域面临的新形势,为切实提升我国核安保政府管理的技术支持能力,我国于2011年11月成立了国家核安保技术中心,隶属于中国国家原子能机构。它的主要职责是为国家的核安保、核材料管制、核进出口管理提供技术支持,开展政府间相关交流与合作,并承担中美核安保示范中心的建设和运行。


  亚太地区最大的核安保技术中心在京建设


  2010年4月,中美两国元首在第一次核安全峰会上达成共识,决定在华建立中美核安保示范中心。


  中心已于2013年12月在北京市长阳科技园开工建设,目前进展顺利,有望在2015年底建成并投入使用。建设内容包括:分析实验室、环境实验室、衡算综合培训设施、实物保护测试场、响应力量演练设施等。


  问:中美核安保示范中心建成后的功能和作用如何?


  王毅韧:示范中心建成后将成为亚太地区规模最大、设备最全、设施最先进的核安保交流与培训中心。主要功能是开展核安保、核材料管制、核进出口管理的国际交流与合作、教育与培训、分析与测试、先进技术展示等。


  它的建设和运行,不仅有利于我国学习借鉴国际核安保先进技术和管理经验,切实提升我国核安保能力和水平。同时,也将为亚太地区各国核安保人才的培养、核安保技术的国际交流、世界和平利用核能事业的健康发展发挥积极作用。


  我国核电发展空间广阔


  问:未来几年,我国核电的整体发展情况将如何?


  王毅韧:目前,我国运行中的核电机组17台,在建的核电机组31台。预计到2020年,我国可运行的核电机组将接近60台。2020年,我国的核电装机容量有望达到5800万千瓦,运行核电机组加上在建核电机组将位居世界第二。


  目前,全球电力结构中核能发电约占14%,而我国核电所占比例为2%,仍然偏低。从我国整体电力能源结构看,未来煤电比例将逐步下降,核能发电、太阳能发电和风能发电的比例将逐步上升。


  问:国际市场对我国的核电建设项目反应如何?


  王毅韧:我国的核电项目在建设效率和成本控制上都处在世界前列。国际市场对中国的核电项目很感兴趣。近十几年,中国是世界上建设核电项目最多的国家,积累了丰富的项目经验,保持了良好的核安全记录。


  我国核电领域的几大集团公司都在力争将中国核电项目更好地推向国际市场。(完)
