Dongguan， a two-month campaign to combat manipulation of begging

　　东莞市公安局核查了有关报道情况，联合民政、城管等部门对全市车站、码头、商贸区域、繁华路段、街道和出租屋等重点部位乞讨人员情况进行全面排查，初步掌握现有流浪乞讨人员的情况；市政法委会同有关部门制定了《打击操纵乞讨违法犯罪行动工作方案》。

　　3月21日下午，东莞市召开打击操纵乞讨违法犯罪行动工作动员会议，明确从深化全面排查、做好分类处理、依法从严打击、强化关怀救助、加强劝阻管理等方面，全面启动专项行动。会议要求，开展拉网式巡查救助，进一步查清全市乞讨人员情况，严格区分乞讨人员类别，对属于社会乞讨人员，相关部门做好身份甄别、救助、返乡、安置等工作；对涉嫌被犯罪团伙操纵乞讨的，及时监控、循线挖掘、侦破查处。

　　东莞公安机关表示，对组织、强迫、诱骗、残害、拐卖他人乞讨，以及组织性行乞和“黑恶势力”支配等违法犯罪实行“零容忍”，坚决依法重拳出击，深挖幕后组织者、策划者、操纵者、利用他人乞讨牟利者，维护社会治安秩序。
